MVNO 제도 도입의 시나리오 분석을 통한 정책적 연구 : T.A.I.D.A. 시나리오 분석법의 응용 = (A) study on the policy of introducing MVNO : scenario methodology

An MVNO is a firm that provides mobile telephony services to its customer, but does not have an allocation of spectrum and uses part an MNO's network.There are 5 trends for influencing telecommunication market which impacts on MVNO : Intensifying competition, limitation of telecommunication market, digital convergence, workable competition policy, diversification of demand. The scenario of introducing MVNO is composed of two most significant factors among those described above. : workable competition policy (a strength of access obligation) and digital convergence (a degree of connectivity with other industry). A combination of each factor makes a variety of scenarios. MVNO Policy can be decided by each scenario independently.Scenario decides a different strategic alternatives according to each advantages and disadvantages. One of the most efficient for adapting MVNO is dependent on government's the given policy trend and the environment of market.

국문 초록 (Abstract)

본 논문은 MVNO 제도를 도입하기 전 시나리오 분석을 통해 도입에 있어 국내 사정에 가장 적합한 규제제도를 찾기 위한 연구이다.시나리오 분석을 위해 T.A.I.D.A 방법론이 응용되었으며 이를 통해 통신 시장의 환경 분석의 방안으로 통신시장의 경쟁 심화, 통신시장 포화, Convergence, 정부의 경쟁활성화 정책, 소비자의 욕구 다양화의 trend를 도출하였으며 가장 영향이 큰 트렌드인 경쟁활성화 정책과 디지털 컨버전스를 응용한 환경 시나리오를 구성하였다. 또한 정책 분석의 방안으로는 MVNO 진입자의 종류와 망제공자의 종류에 따른 시나리오 Matrix를 구성하였다. 이 두 시나리오는 접속 의무 강도라는 공통 요소로 연계된다.시나리오는 각각의 장단점에 따라 다른 정책적 대안을 결정하게 만든다. MVNO 제도 도입이 가장 큰 효과를 거둘 수 있는 시나리오는 정부의 정책 기조와 시장의 상황이 어떠한가에 달려있다고 할 수 있다.
