사회자본과 정부운영 방식의 관계 유형과 정부의 질 = A Study on the Quality of Government by a Typological Approach to the Relationship between Social Capital and Government Size

국문 초록 (Abstract)

본 연구는 OECD 및 유럽, 아시아, 아메리카, 아프리카 지역의 국가 등 다양한 국가들을 대상으로 퍼지셋(fuzzy set) 방법을 적용하여 사회자본과 정부운영 방식의 관계를 유형화하고, 각 유형에 따라 개별 국가들의 정부의 질적 수준이 어떻게 달라지는지를 실증적으로 분석하였다. 구체적인 분석에 앞서 본 연구에서는 사회자본과 정부운영 방식, 그리고 정부의 질 간의 관계를 이론적으로 검토하여 정부의 질 분석을 위한 연구모형을 개발한 다음 이를 본 연구의 분석에 활용하였다. 주요 분석결과를 정리하면 다음과 같다. 첫째, 정부운영 방식의 측정변수로 활용한 정부지출 규모는 정부의 효과성, 법치주의, 부패 통제 등으로 측정된 정부의 질적 수준향상에 긍정적인 영향을 미치는 것으로 나타났다. 둘째, 사회자본과 정부운영 방식의 관계에 따라 사회자본이 정부의 질에 미치는 영향이 달라진다. 셋째, 사회자본과 정부지출 수준이 모두 높은 유형에 속하는 국가들은 정부의 효과성, 법치주의, 부패통제, 불편부당성, 행정의 전문성 등으로 측정된 정부의 질적 수준도 높은 것으로 나타났다. 본 연구의 이와 같은 분석결과들이 의미하는 바는 사회자본과 정부의 질의 관계를 보다 명확하게 규명하기 위해서는 사회자본과 정부운영 방식의 관계를 고려할 필요성이 있다는 것이다.

다국어 초록 (Multilingual Abstract)

This study investigates the relationship between social capital and governmental quality by considering the relationship between social capital and the size of government in a cross-section of countries. It is shown that countries with high level of government expenditure exhibit higher quality of government as measured by government effectiveness, rule of law, and control of corruption. It is also shown that both high levels of social capital and government expenditure exhibit higher quality of government as measured by government effectiveness, rule of law, control of corruption, impartiality, and professionalism. These findings question the use of heterogeneous indicators for governmental quality and show that the relationship between social capital and the quality of government depends on the size of government measured as the level of government expenditure. Thus, the importance of the size of government in explaining the variation in the quality of government sheds light on the social capital theories of governmental qualities.
