국제간 경제협력·통합에서 문화의 역할 = Study on Role of Culture in Economic Cooperation and Integration

국문 초록 (Abstract)

본 논문은 경제협력·통합에서의 장애요인과 문화의 역할에 대해 연구한 것이다. 연구결과 첫째, 문화는 경제통합을 위한 사전적 환경조성의 역할로서 활발한 문화교류와 문화적 유사성 및 공통점은 경제통합을 촉진하는 역할을 한다. 둘째, 경제통합협상과정에서의 갈등해소 역할로서 문화는 협상력을 증진시키고 설득의 유효한 수단으로 활용될 수 있다. 셋째, 문화는 경제통합이후에 국가간 결속을 강화하는 역할로서 경제교류의 확대로 당해국간 접촉과 관심의 증가로 문화적 이해가 높아지고 이를 통해 경제교류가 더욱 공고히 되는 선순환적인 효과가 있다.
이러한 결과를 바탕으로 경제통합을 위한 문화의 역할에 대한 다음과 같은 과제를 제시하였다. 첫째, 경제통합이전에 문화적 교류가 확대되어야 한다. 특히 상대국의 문화를 이해하면서 우리의 문화도 상대국에게 전파시키는 쌍방향적 교류는 경제통합의 촉진제로 작용할 수 있을 것이다. 둘째, 문화적 동질성을 근간으로 하여 공식적, 비공식적인 문화협력체인 문화공동체를 구성하여 경제협력이전에 문화적 유대감을 높일 수 있다. 셋째, 경제통합의 협상에 있어서 문화적 요소를 활용하기 위해 문화를 통한 협상교육시스템과 프로그램을 마련한다. 넷째, 경제통합이후에 당사국간의 문화적 접근성을 높일 수 있는 문화협력을 협상문에 삽입하여 제도화하는 방안을 고려한다.

다국어 초록 (Multilingual Abstract)

This study is concerned with the bottleneck and role of culture in promoting international economic cooperation and integration. As a result of study, this study shows as follows. first, cultural similarity plays a role that promotes economic cooperation and integration as it’s environmental facilitator and second, culture plays a role that eases the conflict existing during the negotiation of economic integration and third, that enforces cooperation among the nations after economic integration comes into effect.
On the basis of conclusions reached, this study makes the following suggestions and challenges. First, prior to the economic integration, cultural exchanges, espicially interactive exchanges, should be expanded. Second, the bilateral or multilateral culture community should be established on the basis of the formal and informal partnership prior to the economic integration. Third, the negotiation training systems and programs should be provided to apply the cultural elements in negotiation of economic integration. Fourth, we should consider ways to institutionalize various cultural exchanges between the parties to increase the cultural accessibility since economic integration and cooperation.
