The purpose of this study was to comparatively analyze the National Sports Promotion Act (NSPA) and Framework Act on Sport (FAS), and present proposals for both laws and sports policies. As a result, first, the distinction and definition of ‘physical education’ and ‘sports’ in sports law were unclear. Second, several sports laws, including both laws, had overlapping regulations for sports promotion plans. Third, there were no articles on the necessary items related to sports policies of the FAS, or some were dispersed among other laws. Fourth, the legal character and systematicity of the NSPA became unclear. As proposals for future research, first, the systematicity of sports laws should be improved by clarifying the definition and distinction between ‘physical education’ and ‘sports’. Second, the sports promotion plans in sports laws should be unified into the basic sports promotion plan under the FAS. Third, laws on the necessary items of sports promotion policy regulations under the FAS should be added or integrated into one law. Fourth, the legal nature and systematicity of the NSPA should be clarified by changing the law title and transferring many articles.
