This paper identifies ways to improve on institutions related to building, using, sharing, archiving, deleting, standardization of public administrative information database(PAIDB), and also addresses strategies for their legislation.
PAIDB refers to a collective database for the gathering and subsequent advanced structuralization of administrative information to enable efficient data search and updates. By building and utilizing PAIDB, linkages among information are enhanced by large scale integration of information and leads to improvements in efficiciency of search and updates, which in turn, will encourage usage and acceleration of the update process. It will also function as a basis for shared usage of information, thereby lowering costs. The government of Korea, fully aware of the importance of the PAIDB, has put much effort into this. However, government wide PAIDB has yet to be completed, and systematic management and efficient usage of already built PAIDB has yet to be achieved. Furthermore, regulations for the management of the PAIDB are scattered around various acts and ordinances such as the "E-Government Act". In light of this, there has been much demand from the working levels of government to design and set up a systematic process for gathering administrative information into the PAIDB while eliminating redundancies, and to codify the process into a law. This article seeks to address this demand, and provide a way of achieving the desired result.
