한국형 통합위기관리체제 도입의 필요성과 대안 모색 = Establishing National Integrated Crisis Management System in Korea

Ever since the event of the 9.11 attacks and its recovery, many countries around the world started to focus on the national crisis management system via multidimensional approach. Moreover, the common demonstrator of such approach is selected by the nations as response paradigm, which strongly indicates the successful national integrated crisis management system. The main theme of this research is to establish the national integrated crisis management system towards the enforcement of the national security in Korea. After the 21st century, the Republic of Korea has adopted the concept of comprehensive national security in order to expand the national security concept. Although such adaptation might have intended to create the basic manuals of the crisis management in order to build the comprehensive national security system, and to protect civilians’ welfares and wealth. Four key topics of this research are as follows: First, one of the possible reason of national integrated crisis management not being pursued is due to the administration’s lack of understandings. In the early 2000s, the administration has announced the official guidance of national crisis management while publishing the manuals without any reasonable analysis of the core concepts. The nationally scattered crisis system focusing only on improving the administrative system has been harshly criticized when such complex crisis situations were raised. The second research topic is to seek the measures towards improvement of the scattered crisis system so that the national crisis management could be integrated. After the comparative analysis of such systems between nations to nations, the analysis suggests thatthe integrated crisis management system is the most suitable system for security management of Korea as well as the US government. The third research topic is about setting system structure, which could fit South Korean security environments if the national integrated crisis management system is to be established. The fourth topic is to the realistic measures to establish the national crisis management system. In order to establish its measures, all the element of the system will be organized in the bottom echelon while in a much more constructive manner. The required bottom echelon will be composed of the following seven systems: the theoretic system; the legal system; the organization system; the management system; the information system; the resource management system; and the education system.

국문 초록 (Abstract)

국가위기체제가 추구하는 목표는 국민과 영토, 주권을 방위하는 전통적· 군사적 위협에 대응하는 전통적 안보개념을 넘어서서, 경제적 이해관계 의 상충, 환경·인종·종교·이념적 갈등을 포괄하는 테러 등 다차원적 전 쟁 이전의 비상사태에 대비하는 복합적 요인에 의한 전쟁 이전의 비상 사태에까지 그 영역을 확대하고 있다. 새로운 안보환경에 따른 국가안보의 개념 변화와 미국의 9.11 테러 이 후의 신안보 전장의 전개와 더불어 특히 남북 분단 상황하에 있는 우리 나라의 경우 급변하는 국제간 세계정세와 국내의 잦은 재난에 대한 위 기의식에서 국가 통합위기관리 체제의 필요성과 그 대응방안이 절실히 요구되는 실정이다. 본 논문은 미국과 일본의 사례에 대한 비교 고찰을 통해 바람직한 한국 형 국가위기관리체제의 구축방안을 모색해 보고자 하는데 그 목적을 두 며, 통합형 국가위기관리체제를 이상적 모델로 하여 구체적인 구축방안 을 추구하고자 한다.
