This study aims to analyze the formation and change process of the student athlete learning right guarantee system using the multiple streams model. The results of the study are presented as follows: first, in the process of policy formation, there was a stream of problems, including the decline in student athletes' grades and the issue of student athletes dropping out of school, as well as the political stream, represented by, for example, the national atmosphere for the need to enact related bills and the launch of the new government. In addition, as the “School Physical Education Act” and “School Physical Education Promotion Act” were proposed as policy alternatives, the latter was enacted as a policy output. Second, in the process of policy change, student athletes' attendance issues as well as human rights issues constituted the stream of problems, and the new administration's ideology reversed the direction of school sports policy.
Furthermore, the “Sports Innovation Committee” framework appeared as a major political stream. In addition, the “School Physical Education Promotion Act Partial Amendment Act” was adopted as a policy alternative, and the policy output of the “School Physical Education Promotion Act” and the revision of the Enforcement Rules of the Act were created through the policy window. Finally, the implications for the policy of student athlete learning right guarantee were presented
