    This study was conducted to identify the factors influencing the safety performance and work productivity of foreign workers in the context of increasing reliance on foreign labor due to workforce shortages in domestic industrial sectors and the growing presence of foreign workers in high-risk industries. Using survey data collected from foreign workers employed in shipbuilding companies in the Ulsan region, the analysis yielded several major findings. First, foreign workers’ communication and cultural adaptation, perceived organizational support, and personal safety consciousness showed significant positive effects on safety and health education satisfaction, safety performance, and work productivity. Second, safety and health education satisfaction also had significant positive effects on both safety performance and work productivity. Third, safety and health education satisfaction was found to have a significant mediating effect on the relationships between communication and cultural adaptation, organizational support, personal safety consciousness, and the two outcome variables (safety performance and work productivity). Overall, the findings indicate that the safety issues of foreign workers are not merely matters of institutional or regulatory compliance, but rather structural problems shaped by a combination of linguistic, cultural, organizational, and psychological factors. These results suggest the need for a people-centered and integrative approach when developing safety management strategies in industrial workplaces.
