본 연구는 미국을 비롯한 해외 주요국의 고등교육행정 전공 프로그램의 현황과 이들 국가에서 고등교육행정 전공 프로그램이 활성화, 혹은 비활성화된 이유를 분석해 봄으로써 향후 한국에서 이러한 프로그램을 도입하고자 할 때 고려해야 할 시사점을 도출하는 것을 목적으로 수행되었다. 연구결과 현재 각국에 설치되어 있는 고등교육행정 전공 프로그램들은 그 특징과 발달정도가 상이하였는데, 이는 국가별로 서로 다른 사회경제적 환경 속에서 이에맞는 프로그램을 발전시켜 온 결과로 생각된다. 아울러 흥미로운 것은 그동안 고등교육행정 전공 프로그램이 활성화되었던 미국 외에, 유럽, 아시아 지역의 국가들에서도 최근 신공공관리주의에 바탕한 개혁의 확산에 따라 전문 행정가를 양성하기 위한 고등교육행정 전공프로그램에 대한 수요가 점차적으로 늘고 있다는 점이었는데, 이런 관점에서 본 연구의 분석틀로 채택한 Clark(1983)의 트라이앵글 모형은 이러한 발전 동향을 예측하는데 있어 상당한 유용성이 있는 것으로 나타났다. 이러한 분석결과를 바탕으로 본 연구에서는 한국의 고등교육행정 전공 프로그램 도입 및 활성화를 위해서는 (1) 고등교육행정 관련 학위와 경력발전 경로의 연계성 강화; (2) 고등교육 연구소에 관련 전공 프로그램의 설치 및 사이버 과정의 도입; (3) 학문지향과 실무지향으로 차별화된 고등교육행정 전공 프로그램의 도입 등을 고려할 필요가 있음을 시사점으로 제시하였다.

다국어 초록 (Multilingual Abstract)

The purpose of this study is to analyze the current status of higher education administration programs in the United States, Europe, China, and Japan to learn why such programs have or have not developed, depending on certain countries and regions. This is expected to provide important implications to consider in expanding and promoting higher education administration programs in Korea. Findings show that higher education administration programs in each country and region differ in many aspects, including governance structure, degrees offered, and program goals & target students. These differences are considered to have resulted from their histories, where higher education administration programs have developed in response to different socioeconomic environments in each country. It is particularly interesting that the demand for higher education administration programs in European and Asian countries has gradually increased where these programs have previously been little developed. Reform movements based on New Public Management have increased the need to educate administrators with specialized knowledge and skills in higher education. In this sense, Clark(1983)`s triangle model has considerable explanatory potentials to predict future developments of higher education administration programs in countries around the world. Implications for higher education administration programs in Korea include (1) strengthening the link between academic degrees in higher education administration and administrators` path for career advancement; (2) introducing higher education centers that also function as academic programs (e.g., educating students) and online-based courses in reference to examples from Japan; and (3) differentiation between academic-oriented and practice-oriented higher education administration programs.
