The amount of world trade has been largely expanded by virtue of free trade after the second world war. This has contributed greatly to the economic growth of each country.
In 1980's, the advanced nations centering around nontariff system has raised the walls of protectionism in the international trade environment. And they have strengthened the pressure of market opening and retaliation trade system to trade partner with the theory of transactions. Thus, in this rapidly changing international economic situation, Korea was placed in difficulty because of its limited natural resources and domestic market, and it has gradually lost special privilege of developing countries.
Our country has been expanding its import liberalization since the first of May, 1978 according to the domestic necessity for balanced economic development and the international pressure on the expansion of our economic scale.
The recent condition of international trade is that the competition between countries has been keen amid the slowdown in international economic growth and trade expansion owing to each country's tightening of its trade restrictions. The policy of import liberalization we are operating is a part of our economic strategy to continue expanding Korea's exports and also to strive for economic stability even under this difficult condition of international trade.
I think that the liberalization of import should be expanded by the reason of ecpanding export, preventing inflation, protecting consumers as well as being pressured from outside. But in expanding liberalization of our import in the future, I hope that it should be drived step by step by strengtherning our enterprises by means of supporting rationalization of industries and nontariff barrier rather than impelling international competition power by impact from outside.
In a word, I believe that all the problems acompanied by the liberalization of import will be settled by driving integral policy of rationalization of industries by government, while all the enterprises try to rear themselves as international ones through rationalization of management.
