만주국'의 아편마약 밀매대책과 재만 한인 = Manchuguo's dealing with illict sale of drug and the Koreans in Manchuria

국문 초록 (Abstract)

만주국 수립이전부터 만주지역의 주요 도시에는 아편마약의 밀거래와 아편 연관업에 종사하는 한인들이 있었다. 이들 한인들은 외국인으로서 일본, 러시아인과 함께 아편마약 밀매로 주목을 받았다. 재만 한인의 아편마약업 종사는 이중국적에 따른 불안정한 법적지위와 생계유지문제, 그리고 일본 영사관의 암묵적인 묵시 내지 지지와 관련이 깊었다. 전체 만주거주 한인의 수와 비교해 보면 수적으로는 소수이지만 그들의 활동이 일본의 주구로 비춰져 만주 지역의 중국인과 중국당국의 비난을 감수해야 했다.
만주국 수립 이전 일본정부의 암묵적인 묵인과 지지 하에 아편과 마약밀매 등에 종사했던 재만 한인들은 만주국 수립 이후 어떤 상황에 처하게 되었을까？ 즉 만주국의 건국으로 일본의 한인에 대한 태도나 인식이 그 전과 다른 상황에서 재만 한인 아편마약 밀매업자들에게 어떤 변화가 일어났을까？
만주국 수립 전후 만주의 도시지역을 중심으로 아편마약업에 종사했던 한인들은 만주국 아편전매제도의 확립 과정에서 일시적으로 이용되었다가 배제되는 운명을 겪었다. 일본의 만주침략 과정에서 만주침략의 도구로 이용되었던 아편마약 밀매업 종사 한인들은 만주국 수립 이후 전매아편의 조속한 확립과 밀매의 단속 과정에서 일시적으로 필요에 의해 다시 이용되었다. 그러나 중일전쟁 발발 이후 완전한 전매제 시행에 따라 아편업에 종사한 한인들은 다시 배제될 수밖에 없었다. 결국 일본의 만주침략 과정에서 한인들이 침략의 도구로 이용되었듯이 만주국의 아편전매 과정에서도 역시 비슷한 전철을 겪었다고 하겠다.

다국어 초록 (Multilingual Abstract)

Since former times before establishment of Manchukuo there were the Koreans engaged in illicit drug trafficking and management of opium den in the main cities of Manchuria. These Koreans as foreigner were recognized as illicit drug trafficking with Japanes and Russians. Before establishment of manchukuo the Korean residents were engaged in illicit sale of opium and narcotics with the convivance of Japanese government. After establishment of Manchukuo. After establishment of Manchuguo what condition were they placed in?
In the process of establishing opium monopoly the Koreans engaged in illicite sale of drug in the main cities of Manchuia were utilized temporary. Soon they were faced with being excluded. Japan used them as the tools of invasion in china. And after establishment of Manchuguo for the purpose of easy keeping opium monopoly on stalilty japan used them again. But occurring the Sino-Japanese War(1937-45), carrying out whole opium monopoly, the Koreans engaged in sale of opium completely were excluded. Finally as they were used as the tools of invasion, the Koreans took the same neckless course in the process of opium monopoly in manchuria.
