The goal of this paper is to examine the objectives and implementation process of the US film policies of four occupied territories (Germany, Austria, Japan and South Korea) conducted under the cooperation between the US government and the American film industry since the end of World War II, and to review the history of Korean film policy in the era of USAMGIK(US Army Military Government in Korea) from an international point of view.
To this end, this paper firstly examines the four agencies that executed the film program: CAD(Civil Affairs Division) of War Department, which manages the entire program, MPEA, which represents the Hollywood film industry, the US military authorities in each countries(especially the US Army Military Government in Korea: USAMGIK), and Central Motion Picture Exchange(CMPE), which has been responsible for the distribution of the film in Japan and South Korea.
This paper focuses on the aspect of conflict and cracking on the basis of cooperation between US government and film industry(hollywood). This is for the following reasons. 1) Despite the they had common purpose to re-educate the citizens of the occupied territories through American movies, they had different goals and interests, 2) the nature of the overall policy can be explored through conflicts and cracks; and 3) based on these cracks, it is possible to elucidate the ambiguous attitudes of the USAMGIK to CMPE.
