      With the complexity and diversity of the community welfare circumstances, it is necessary that the mutual network building plans for solving the problems occurring between the welfare related organizations in public and civil sectors and civil society should be taken measures for the community welfare.
      Especially at this time ahead of the offer of the local community centered social welfare service, the efficiency network building of the citizens leading community welfare council and the authorities leading community welfare consultation is in more actual condition. Moreover the network between these organizations is related to local renovation called the local community centered right of self-decision and independent management or mutual cooperation and adjustment, and it consists of the value called the solidarity of the local community.
      Even though the importance of the community welfare network is recognized like this, the offer of the community welfare service is still faced with limit due to the fragility of the civil sectors and the lack of the organized solidarity. So, ahead of the enforcement of the full-scale community welfare service, the plans to build the network between the two organizations as well as to induce the positive participation of the community welfare council as a representative of the civil social welfare organizations should be found, away from the subordinate agent relation of the past in composing the community welfare consultation to be called a realistic executive organization,
      Therefore, based on the problems induced through the present situation of the community welfare council and the community welfare consultation and the model business of the community welfare consultation, this study is to present the building plans of the efficiency community welfare network and offer the better community welfare service to local residents in the end.
      To simply summarize the problems induced through the present situation of the community welfare council and the community welfare consultation and the model business of the community welfare consultation is followed as; In case of the community welfare council, first it is just the fact that due to the problems about the members constituent of the organizations that local residents were excluded, the community welfare council is far from the organization to perform its natural role and just a function body of social welfare. Second, the community council is beyond its capacity due to the nonprofessional personnel in a bureau and personnel shortage. Third, since the business of the community welfare council takes greater importance on consignment business than the business itself, it contains the risk of degrading as an administrative sub-body. Fourth, because most of the community welfare council financial is operated by the government subsidy, consignment business is obliged to be run to dissolve the poor financial status. As a result of that, it should not be omitted that the community welfare council is compelled to fall as another function body of the social welfare, not a representative civil body of the local community. Last, the possibility not to appropriately reflect the regional properties is high because of the low constituent rate of the community welfare council, finally which is to act as a factor to interfere the proper offer of the community welfare service by a local autonomous entity.
      Next, in case of the community welfare consultation, first, the target achievement of the consultation is expected to be difficult in the poor district of the welfare resources due to the heavy regional difference of the welfare resources distribution. Second, at the slightest slip, it is possible to degrade as a service body of the authorities centered and closed form. as stated in the model business of the community welfare council, the difference of the consultation operating bodies may be understood in a different way according to the regional situation; however, generally it needs to be considered that the result appeared to be more positive than those of the citizens centered districts that the community welfare council was directly involved in.
      Based on the problems inferred like this, the efficiency network building plans to suggest in this study are followed as; First, through the reform like the organizations establishing work of the community welfare council and the community welfare consultation, the plans for the role reinforcement of the two organizations. Second, the plans for the role assignment to prevent the overlapping and omission of the two organizations from occurring. Last, the territorial megalopolitan urbanization for the constituent of the two organizations as a concrete plan to overcome the regional difference of welfare resources and professional personnel distribution.
      At this time ahead of the constitution of the nationwide community welfare consultation by the units of the city · county · districts on August this year, many of the suggestions are to be offered to a policy decision of the community welfare consultation.
