부산AG, 북한참여 형태와 그 정책적 대안 모색 = The Style of North Korea's Participating in Pusan Asian Game and Exploring the Political Measure

The results of questionnaire researches for 210 persons(man-169 person: women-41 persons) of PusanㆍKyungnam athletes(educatorsㆍexperts) for one(1) month from Jun. 20 to Jul. 20, 2000 to explore the political measures for the South-North (Korea) Sports Trade (SNST) are summarized as follows.
1. They thought that single S-N teams forming will mark an epoch-making turning point for recovering South-North national homogeneity & SNST and, in practice, that 2002 Pusan Asian Game will be the first good chance.
2. Single S-N teams forming will come true after 2001 and, in particular, 2002 Pusan AG as all-round games be most opportune for forming the single S-N terms.
3. Many of them answered that, rather, single S-N teams forming than joint holding for amicable progressing of 2002 AG will be recommendable and it's regarded that long-term camp training for their teamwork will be necessary in Pusan. And It's noticeable they gave unexpected replying that Pusan citizen's the campaign for funds for North Korea's participating in 2002 PAG(2002 Pusan Asian Game) was not so effective due to the present difficult Pusan economic circumstances.
4. If now the single S-N teams forming corns true, the event of highest possibility will be just the national sport football and the event of highest battle strength be pingpong. Many replied, when selecting representative players for forming single S-N teams, it would rather first assign S&N's each excellent event and equally divide the total participating events. To put it in plain terms, they showed their strong recognition that we should have good concern to both South and North Korea stressing rather on the historical meaning of single S-N teams forming than on the athletes' mentality.
5. For the plan 2002 PAG sacred torch's firing in Baekdoo mountain, 8 of 10 athletes(77.6%) replied it's good and they had a high expectation that 2002 PAG sacred torch's firing in Baekdoo mountain will have a positive influence on SNST. On the one hand, in effect, the older and the lower schooling persons replied it's good. But early announcement will cause considerably heavy economic loss.
6. 9 of 10 athletes(87.6%) expressed their approval for the single S-N teams' participating in 2002 PGA and only 1.9% offered their opposition and, that is, most desire North Korea's participating in 2002 PAG. And the higher schooled showed the higher approval percentage.
7. The effect of the single S-N teams' participating in 2002 PAG was proved to be highest in recoering national homogeneity (38.0%), next in supporting peaceful unification(28.8%), and in validity of various price-earning business from increasing concern with PAG. On the other hand, it was relatively lower in promoting the name acknowledgement of Pusan(5.8%), improving S-N Korea's athletic level(2.9%)
8. The most problem from S-N joint holding of 2002 AG will be the partcipaing countries' inconvenience in managing their teams due to long distance between the fields(35.1%), next difficulties in progressing & managing the events due to North Korean poor and laking social overhead capital facilities(33.7%), defect operating possibility because of the rising cast(17.1%), security(10.2%), in order. The is to say, they worry over the difficulties in concentrated management from the distributed holding of 2002 AG.
9. The style of participating in 2002 PAG has gained overwhelmingly high upholding for single S-N team participation(66.2%), and North Korean participation in Pusan events as a single country(22.7%), each participation while North and South co-hold the Asian Game(12.1%). They thought it would, in practice, be difficult to co-hold AG in light of the time & conditions.
10. 9 of 10 athletes(87.9%) approved the necessity for building athletic facilities (athletes' training village) for the joint training in Pusan when forming the single S-N teams for 2002 PAG. which suggests that now Pusan has poor and lacking sports facilities.
11. Against the citizens' raising funds for North's participation in 2002 PAG, the negative reply(67.8%) was higher than positive(32.2%). They perceived that such the raising funds would not be so effective in view of now Pusan's difficult circumstances and not reasonable.
12. For the single S-N teams' participating in various international sports events 8.5 of 10 athletes approved, which implies that they are usually affirmative for single S-N team forming and believe it will contribute to S&N's athletic development.
13. If the single S-N teams forming comes true, they replied it will begin with 2001 Osaka Pingpong Event or 2002 Worldcup Football Event as single match (34.0%) and lower 2002 Asiancup Football Event(27.2%).
14. Many of them replied it will not be possible for the single S-N teams to participate in the international all-round sports events until 2002 PAG(71.0%) In consideration of the urgent time and practical arranging & making up for 2000 Sydney Olympic.
15. Therefore they approved S-N joint entering the opening & closing ceremony of 2000 Sydney Olympic(48.0% highest) joint cheering(31.9%) and joint training for each event(19.6%)
16. The possibility of forming single S-N teams is highest for football(30.5%), the event that North is stronger than South is women marathon(33.8%) and the event highest in battle-strength maximization is pingpong(37.8%)
17. The order of selecting the platers to form the single S-N teams was first, by equal-dividing the total participating events after assigning S$N's excellent events(43.5%) and second by the central association for each event through S-N agreement(39.1%), third on the basis of the past results for each event regardless of South or North(15.0%);based realter upon the historical meaning of the single S-N teams than the players' ability that is, upon the sense of equality and reciprocity.
18. For the style of their training therefrom, S&N players' long-term joint training at one place(74.8%), separate training and short-team joint training for 1-2 weeks before its opening(18.9%)m separate training and joining just before its opening & participating(5.3%). This suggests that most of them regarded the players' teamwork as of great importance.
■ Suggestions
1. The chainman of AG Committee should make his more strenuous efforts in order to effectively draw dynamic power of AG service and governmental support. If it's difficult to hope so, the said chairman should positively consider such the plan that like in Thailand, AG Committee can be steered by the real great figure in politics from the local district at, the latter half of the AG. In particular, as for Pusan, which is under the emergency for securing budget, it should be the short cut to successful AG preparation.
2. About the present fact that most of technical operation & management of AG is performed by officials, it's somewhat understandable in view of its service efficiency & cost reduction. But, for making efficient use of free unofficial energy & promoting productivity, it would be desirable that civil experts and civil volunteers should be the main operating group and officials take charge of its partial administrative affairs. It's important that the head office for P.R. should reinforce print media expert as its manager.
3. Such a plan that the said committee may serve as the Asian sports & culture corporation after AG should be under consideration from now on and then it should honour the memory of AG, invest the partial of its earnings in Pusan's athletic development and further, play a leading role for wide-ranging Asians' trade, with North Korea, in the areas such as sports, cultural art & interpersonal trade and so forth.
4. Under now international concern including North's participation in 2002 PAG the government should certainly readjust its supporting ratio up to 70% from present 30% including the stadium facilities. In particular, the governmental & nongovernmental members which have their political basis on the local district should be at the head of revision of the present international event government supporting law enforcement ordinance in suprapartisan direction.
5. Because there is a great anxiety of failing in building Kangseo gymnasium due to its weak foundation, from now on the examination for its alternative facilities should be made at the same time.
6. It's important that the foundation should be built up to come true AG with the citizens being as the central figure by attracting more concern and affection toward AG from the citizens while the chance to understand all kinds of the events to be held should be given, and it's necessary to secure manpower of volunteers to put into the playing ground and to work out ways of upgrading their quality. In this respect, we AG2002 professors R&D group, are willing to take its the initiative. But we are very sorry that there hasn't been any countermeasure therewith until now.
