      Even if it is classified as a general facility, there is a need to designate additional national security facilities and strengthen security of facilities for national facilities that can greatly affect people's lives in the event of an accident. In recent years, the perception that the government should also enhance its ability to cope with crisis situations, such as strengthening surveillance activities due to increased threats to government offices, such as illegal activities by civil petitioners and violent intrusion of protesters, is also in line with this move.
      In particular, despite its importance, the joint government building has not been managed and evaluated as a key national base and executed at the level of national security management so far, making it difficult to establish a protective posture when signing a national defense agreement with military units and police stations or declaring an integrated defense situation. Furthermore, the need to operate a crisis response organization to cope with terrorism and crisis situations and immediately respond to crisis situations and reorganize it into a government office security system with the ability to cope with crises or overcome them.
