지방정부의 전자적 정책참여를 위한 정보기술수용에 관한 연구 = A Study on the Information Technology Acceptance for Electronic Policy Participation: Internet Electronic Voting

국문 초록 (Abstract)

지방정부의 정책과정에서 인터넷 전자투표를 수용할 것인가의 여부를 판단하고, 수용을 촉진하고 저해하는 요인을 파악하는 것은 지방자치의 발전을 확대하고 시민참여의 범위를 확장할 수 있는 중요한 과제이다. 인터넷 전자투표를 성공적으로 도입하고 정착시키기 위해서는, 수용에 영향을 미치는 요인들을 파악하여 관리할 필요가 있을 것이다. 본 연구는 정보기술수용모형(TAM)에 기초한 연구모형을 수립하고, 정보기술을 업무에 활용하고 있는 공무원을 대상으로 데이터를 수집한 후 구조방정식모형을 사용하여 실증분석을 실시하였다. 분석결과에 의하면, 정보기술사용행태, 교육·경험, 조직지원, 보안 및 사회적 영향은 지각된 사용용이성과 유용성에 직접 영향을 미칠 뿐만 아니라, 지각된 사용용이성과 유용성을 매개변수로 하여 사용의도와 실제사용에 영향을 주는 것으로 확인되었다.

다국어 초록 (Multilingual Abstract)

It is an urgent matter for local governments to accept electronic voting to lead the electronic policy participation. In order to promote residents` participation in the policy-making processes of local governments, thereby reducing the costs of policy-making processes, this study tries to find ways to make policies for local governments to accept electronic voting. Consulting various studies of information technology acceptance using TRA, early TAM, and Extended TAM, the research model developed six external variables affecting public officials` acceptance of internet electronic voting. Using the parameters of TAM such as ease for use and usefulness and intention for use, the model made SEM(Structural Equation Modeling) out of dependent variables. The hypotheses of the study are that six external variables and three internal variables have positive effects on dependent variables. This study of how to activate the electronic policy participation offers some suggestions about the policy making process in local governments. Decisive factors should be considered first of all in accepting internet electronic voting for policy processes of local governments: promoting public officials` interest and pleasure in the use of information technology, providing them with opportunities of education and experience in electronic voting, strengthening the organizational supports, and increasing the reliability of internet electronic voting. The results have an policy implication that the activation of the electronic policy participation in local governments should be based on the premise of accepting internet electronic voting.
