최저임금의 지역별 차등화가 성별 고용형태에 미치는 영향 - 일본 사례를 중심으로 - = The Effect of Regional Differences in Minimum Wage on Employment Patterns by Gender - Evidence from Japan -

국문 초록 (Abstract)

본 연구에서는 현재 최저임금 지역별 차등화를 실시하고 있는 일본 통계국 자료를 활용하여, 최저임금의 지역별 차등화가 지역 노동시장의 정규직/비정규직 고용형태에 미치는 영향을 추정하였다. 먼저 2012년과 2016년 자료를 각각 분리하여 활용한 횡단면 분석에서는 최저임금이 높은 지역일수록 임금 노동자중 비정규직 종사자 비율이 (통계적으로) 유의한 수준으로 높은 것을 확인하였다. 2012년에서 2016년 사이의 변화에 초점을 맞춘 종단면 분석에서는 지역최저임금이 10엔 상승할 때, 지역내 남성 정규직 노동자수는 16,730명 감소하고, 여성 비정규직 노동자 수는 7,650명 증가하는 것으로 나타났다. 이는 최저임금의 지역차등화가 최저임금이 높은 지역 그리고 최저임금 상승폭이 큰 지역을 중심으로 고용의 질적 하락을 가져올 수 있음을 시사한다.

This study uses data from Statistics of Japan to examine the effects of regional difference in minimum wage on the employment pattern by gender in the local labor market. In a cross-sectional analysis using data separately from 2012 and 2016, we find that a region with a higher minimum wage tends to have a higher proportion of non-regular workers among paid employees. In a longitudinal analysis focused on the changes between 2012 and 2016, it was found that an increase in the regional minimum wage leads to a fall in the number of male regular workers but a rise in the number of female irregular workers in the region. The results suggest that the regional differential of the minimum wage could lead to a decline in the quality of employment, especially in areas with a higher minimum wage and areas experiencing a fast increase in the minimum wage.
