다국어 초록 (Multilingual Abstract)

The police force should establish systems of which can deal with citizens promptly and adapt to the environmental change. To do this I offer that we should implement Municipal police system and decentralization for mobility, prompt feedback and efficiency.
And we must make a lot of effort to develop human resources to strength our capabilities as well as in a rapidly changing society. Not only do we must make a lot of effort to develop human resources to strength our capabilities, but introduction of CS(Customer Satisfaction) will gain public trust.
Currently, the government consider a dual management of Local and National Police Agency while retaining National Police System and founding Municipal police system. It is reasonable to presume that Municipal police system is expanded after going through a trial run across upper-lever local government. It is considered that Major role of local police is public security but it should be discussed in earnest.
Public see the society from micro view to macro view. Decentralization is indispensable to society which is becoming segmentation. Furthermore Decentralization in dual system is the most efficient. that is, central government and local government.
To develop police training system, we should improve strong service mind in customer relations through TQM(Total Quality Management). 6-months Concentration education should be reformed as well. Under present 6-months Concentration education, trainees is easily fallen into mannerisms and lost the hands-on experience. Therefore we should discuss how to directly apply the theory trainees are trained for not just long-term training.
In conclusion, there should be sense of "with public" in basis of police organization. Police organization must pay attention to the opinions of the people and be prompt in dealing with the changes of the society. In addition, Police organization should keep on trying to have long-term visions and ability to solve many social problems actively such as predicting the future and preparing for that ahead of time.
