러시아 에너지정책의 원천: '철저한 경제'인가 혹은'전략적 정치'인가? = What is the Source of Russia’s Energy Policy?: 'Pure Economy' or 'Strategic Politics'

The disputes exist concerning the source of Russia's energy policy. Some argue that 'pure economy' determines the country's energy policy, whereas others maintain that 'strategic politics' decides it. This paper attempts to identify which argument best reflects the reality. To do this, it examines Russia's gas policy toward two important areas such as Central Asia and Europe.


This analysis reveals that no conclusive evidence exists to determine the source of Russia's energy policy. Put another way, the Russia's energy policy is decided either by 'pure economy,' or by 'strategic politics,' or by both of these two factors.
