영국 보수당과 노동당의 유럽통합정책의 변화: EC 회원가입 이후부터 TEU 협상까지 = The change of the Conservative and Labour parties' European integration policy in the UK: thereafter the entry of the UK into the EC to the TEU discussion

The purpose of this article is to investigate the change of the Conservative and Labour parties' European integration policy in the UK during the period of the entry of the UK into the EC and thereafter, as well as the TEU discussion. This article will attempt to answer the main question of why two main parties, the Conservative and Labour, conflictingly changed their policies towards European integration and how the parties' policy changed.
Drawing upon party politics theories, this article pays attention to four environments: an absence of the leader, a change of external political circumstance, a political tendency of electorates, and a competition between parties within the party system which influenced the leader to re-consider and re-shape the party policy. The policy change was a result of conflict between the leader's opinion and opponents within the party members in the progress of the re-shaping policy. With regard to the four political situations, it explores the change of the two political parties' European integration policy during this period.

국문 초록 (Abstract)

본 논문은 영국의 EC 회원가입 이후부터 TEU 협상까지의 시점에서 발생된 영국 보수당과 노동당의 유럽통합정책의 변화에 관심을 두고 있다. 정당 이론에 따르면, 정당의 정책 변화는 ‘유권자의 변화’라는 단일 변수에 의해 형성되는 정치 현상이 아니라고 주장한다. 다양한 독립변수: ‘외부 정치 상황의 변화’, ‘당 대표의 부재’, ‘유권자의 성향’, 그리고 ‘정당체계의 경쟁구도’ 등의 정치적 조건이 변화의 원인이며, 이 같은 정치 환경들은 정책 변화의 필요성을 인식시킬 뿐만 아니라, 당 대표를 중심으로 한 지도부와 반대 세력들 간의 갈등을 불러온다. 정책의 변화는 갈등의 결과에 따라 그 방향이 형성된다고 보고 있다. 본 논문은 정당 이론을 기반으로 한 이론적 분석틀을 통해 영국 보수당과 노동당의 유럽통합정책의 변화를 살펴보고, ‘변화의 원인’과 ‘변화 과정’을 규명하는데 초점을 맞추고 있다.
