This study aims to classify the concentrated areas of students with migration backgrounds in KSL (Korean as a Second Language) education into four types and analyze Korean language learning environments at each regional hub, based on 4,848 news articles collected from BIGKinds, the media big data platform of the Korea Press Foundation, spanning from 2019 to 2025. Of these, 460 articles meeting relevance criteria were selected and subjected to keyword frequency analysis across five thematic categories related to Korean language education.
Through an analysis of administrative statistics and the frequency of regional exposure in BIGKinds articles, the concentrated areas were categorized as follows: (a) metropolitan industrial complex areas, (b) new industrial complex areas, (c) policy-driven areas, and (d) newly emerging Koryŏin (ethnic Koreans from the former Soviet Union) concentrated areas. Type (a) demonstrated the most well-established support systems both inside and outside schools for Korean language education, providing high-quality learning environments through multi-agency collaboration; however, despite well-developed infrastructure, keywords such as "blind spots" and "marginalization" still emerged. Type (b) represented regions experiencing rapid growth in the number of students with migration backgrounds around new industrial complexes, where local governments and communities struggled to keep pace with the increasing student population, leaving individual schools to bear most of the burden of response. Type (c) referred to regions where policy agendas for Korean language education were primarily driven by local governments and education offices, yet keywords related to out-of-school resources—such as "community children's centers" and "nonprofit organizations"—capable of addressing deficiencies in basic Korean proficiency appeared relatively infrequently compared to the policy discourse. Type (d) encompassed relatively recently formed Koryŏin immigrant communities, characterized by voluntary participation and interest from within the immigrant community as an out-of-school resource. However, there was a notable lack of attention to individualized education accommodating learner differences, and many students experienced identity confusion, indicating a need for educational support addressing cultural and identity dimensions. This study is significant in that it typologizes concentrated areas of students with migration backgrounds into four categories and examines the learning environment at each regional hub from a community perspective.
