한국 지방정부의 헤게모니 프로젝트 II: 강원도의 축적전략과 2018 평창동계올림픽

국문 초록 (Abstract)

본 연구는 한국의 지방정부들이 앞 다투어 스포츠 메가 이벤트 유치에 나서는 현상에 대한 정치?경제적 해석의 일환으로, 3수 끝에 동계올림픽유치에 성공한 강원도가 지역경제발을 위한 축적전략(accumulation strategy)에 2018 평창동계올림픽을 어떠한 방식으로 활용하고자 하는지, 그리고 그 배경은 무엇인지 살펴봄으로써 스포츠 메가 이벤트의 경제적 실체를 규명하고자 하였다. 구체적으로 강원도의 두 차례 올림픽 유치 도전은 비록 실패하였지만 그 과정은 지방정치권력의 정치적 헤게모니 강화에 극적인 역할을 담당하였다. 그러나 정작 올림픽을 유치한 이후 정치권력에게는 막대한 예산이 소요되는 올림픽을 지역경제발전으로 연결시켜야 하는 과제가 남게 되었다. 이러한 과제를 해결하기 위해 강원도가 집중하는 축적전략은 2018 평창동계올림픽을 지방정부의 이벤트가 아닌 국가적 이벤트로 승격시킴으로서 자신들의 경제적 헤게모니를 확보하고, 나아가 이를 통해 중앙정부로 하여금 그동안 정치적?경제적 소외로 인해 등한시됐던 강원도의 SOC분야에 집중 투자하도록 만드는 것이다. 이러한 전략의 실행은 강원도가 올림픽유치를 토대로 추상적인 경제적 효과에 기댄 정치적 헤게모니뿐만 아니라 실질적인 지역경제성장을 도모할 수 있는 경제적 헤게모니를 기반으로 진행되고 있음을 의미한다.

This study brings light on how Gangwon-do`s bids for the Winter Olympic Games relates to the accumulation strategy of their local government as an interpretation of political economy of the phenomenon where a number of Korean local governments try to host sports mega events. Although Gangwon-do has failed twice to invite the Winter Olympic Games before, the processes have played an important role in intensifying the hegemony of local political power. However, after the success of holding the 2018 Winter Olympic Games, there remained a demanding task to link the event spending a massive budget to the development of local economy. Gangwon-do`s accumulation strategy to complete this task was to secure their economic hegemony by elevating the Olympic Games from a local event to a national one, and put pressure on the central government to invest a huge budget in Gangwond-do`s SOC. Execution of this strategy means that Gangwon-do not only obtains political hegemony based on the expectation of the economic effects accompanied by holding the Olympic Games, but also secures economic hegemony that could actually fund the development of local economy.
