Strategies of National Disaster Management and Its Implementation in Germany

국문 초록 (Abstract)

본 연구는 독일정부의 국가재난관리의 운영과 전략에 관하여 다루고 있다. 독일에서의 재난관리에 대한 논의는 이미 1949년 Gustav Heinemann의 연방내부성 장관시절부터 시작되었다. 독일은 1951년 세계대전에 대한 경험과 엄청난 재산피해의 경험을 통하여 국가위기에 대한 사전적 예방조치와 사후수습을 보다 체계적으로 운영하고 있다. 현재 독일의 국가재난관리는 연방정부를 중심으로 적극적인 대응을 하고 있으며, 미래를 대비한 예방조치를 취하고 있다. 원칙적으로 국민의 재산과 안전은 주정부에서 권한과 책임을 가지고 독자적으로 대응하고 있으나, 필요할 경우 연방정부가 언제든지 적극적으로 대응하는 운영체제로 진행된다. 즉, 연방정부는 재난관리를 위한 재난관리청을 연방내무부 산하에 두고 각 주정부와 지방자치단체의 참여가 잘 되고 있다. 여기에 산하단체는 긴급재난 시 유기적인 협력관리체제를 유지하면서 재난관리에 신속하게 투입되면서 재난피해를 최소화하는 보조적 기능을 하고 있다. 결국 독일재난관리시스템은 긴급재난의 경우 보다 효과적이고, 체계적으로 운영하기 위하여 연방정부와 주정부 및 지방자치단체가 통합적인 재난관리시스템으로 되어 있으나, 실질적으로 연방정부가 긴급재난 시 주도적인 역할을 하고 있다. 앞으로 국가재난관리는 연방정부차원에서 대응하는 것이 사전적 예방과 사후적 수습과정에서 신속하게 대응할 수 있다는 장점과 통합적인 관리시스템으로 운영되는 것이 효과적이다.

다국어 초록 (Multilingual Abstract)

This study explores the operations and strategies of national emergency management adopted by the German government. In Germany, the debates about emergency management started in 1949 when Gustav Heinemann was head of the Federal Ministry of the Interior. Due its experience of two World Wars and large-scale property damages Germany has been systematically operating prior-crisis preventative measures and post-crisis relief measures vis-a-vis national crisis since 1951. Germany`s national emergency management is currently being responded to with the federal government as the chief participant. Germany has also launched numerous preventive measures for future (contingencies) hazards. In theory, the property and safety of German citizens fall within the administrative sphere of the provincial governments that autonomously exercise appropriate authority and responsibility. However, when necessary the system also allows active response of the federal government. In other words, the federal government has set up the Office of Emergency Management under the auspices of the Federal Ministry of the Interior while the active participation of the provincial governments and self-governing local organizations is secured. The Office carries out a supplementary function by maintaining a cooperative management system in times of emergencies and by rapidly responding to disasters to minimize property damage. While the emergency management system in Germany combines the federal, provincial and self-regulating local governments in order to facilitate an efficient and highly-structured response to crisis situations, it also gives the federal government a leading role in times of emergency. The future national emergency management which is responded to by the federal government has the advantage of rapid response in the process of preventive and relief work, and operating according to an integrated management system is efficient.
