한국과 미국의 유아교육과 보육 종사인력의 처우에 관한 연구 = Working conditions of early childhood workforce in South Korea and the United States

This study aimed to investigate the current status of wages and other working conditions (e.g., planning time, benefits, vacation, and health insurance, etc.) of the early childhood (EC) workforce in the United States and South Korea. Based on the anaylsis of the common causes of the current conditions in both countries, possible future directions are suggested. The working conditions of the EC workforce in the United States were found to be poor (i.e., low wages, and lack of paid planning time, paid vacation, sick leaves, and health insurance), and the public-private gap was significant with the public sector offering better working conditions. The gaps between teachers of kindergarten and higher grades and those of early childhood were also striking, simply depending on whether to be included in formal schooling or not. Similar patterns were also observed in the early childhood workforce in Korea in terms of wages, vacations, and workload, with larger gaps between teachers of public and private sectors than between those of preschools and child care centers. These findings imply a need to increase public expenditure for EC education and care services for strengthening educational attainments and professional qualifications of EC workforce. Also, providing incentives for administrators of private child care centers or preschools can be considered to improve the working conditions of the EC workforce in South Korea.

국문 초록 (Abstract)

본 연구는 한국과 미국의 유아교육과 보육 종사인력의 처우를 임금 및 기타 근로조건(예: 교수계획 시간, 수당, 휴가, 보험 등)을 중심으로 살펴보고, 양국에서 공통적으로 나타나고 있는 열악한 처우의 원인에 대해 살펴본 후 이를 바탕으로 상황을 개선하기 위한 방향성을 탐색하는 것을 목적으로 하였다. 관련 자료의 검토 결과, 미국의 유아교육과 보육 종사직은 임금이 매우 낮고, 유급 교수계획의 시간, 건강보험이나 휴가(병가) 등의 근로조건 보장이 열악한 상황이었고, 설립유형에 따른 격차도 현저하여 공립/공영 프로그램 종사자들이 사립/민영 종사자들보다 처우가 우수하였다. 특히 형식교육 포함 여부에 따라 K-학년 이상 교사와 유아교육과 보육 종사자 사이에서 임금 및 근로조건 상 격차가 상당하였 다. 국내 유치원교사와 보육교사 사이에서도 급여, 휴가, 업무량 등에서 유사한 양상이 나타났는데, 유치원과 어린이집의 격차보다 국공립과 사립(민간) 간 처우 격차가 현저하였다. 이러한 결과들은 영유 아기 담당 교원의 처우를 개선하기 위해 유아교육과 보육 서비스 공공성 강화 차원에서 공적 지출 규모의 확대, 교원의 자격과 학력요건 강화, 사립 교원 처우개선을 위한 운영자 대상 유인책 마련 등의 노력이 동반되어야 할 필요성을 시사한다.
