Examining 'Narco-State' Narratives : How Biopower Shapes Discourses on the State Fragility of Illicit Drugs

This thesis critically evaluates the term ‘narco-state’ through the lens of Michel Foucault's ‘biopower’ and employs an interpretive analytics methodology. It highlights its role in shaping international politics and perceptions, particularly in areas heavily influenced by narcotics. The analysis reveals that the term often lacks a consistent definition and is applied too broadly. This obscures complex socio-political dynamics and fails to address the root causes of state fragility. The thesis also explores how powerful nations mobilise the ‘narco-state’ as a tool of biopower, shaping global narratives and justifying interventions. Additionally, the study traces the term’s origins to the United States policies like the War on Drugs and the War on Terror. It illustrates how these policies have stigmatised states by associating them with terrorism and justifying extensive surveillance and intervention.

이 논문은 미셸 푸코의 ‘생명권력’ 개념을 통해 '마약국가'라는 용어를 비판적으로 평가한다. 이 용어는 마약 문제로 크게 영향을 받는 국가에 대한 부정적인 국제 정치 역학과 인식을 형성하는 역할을 했다. 해석적 분석 방법론을 사용하여 분석한 결과, 이 용어의 정의가 일관되지 않았고, 어떠한 기준 없이 광범위하게 적용된다는 점이 드러났다. 이는 복잡한 사회정치적 역학을 도외시하고, 국가 취약성의 근본 원인을 해결하지 못하게 하는 걸림돌로써 작용했다. 더 나아가 이 논문은 강대국들이 '마약국가’를 생명권력의 도구로 동원하여 글로벌 내러티브를 형성하고 개입을 정당화하는 방식을 탐구하는데, 미국의 마약과의 전쟁과 테러와의 전쟁 시대의 대 내외 정책을 분석하여 이 용어의 기원을 찾고자 한다. 이러한 정책들이 어떻게 미국이 특정 국가들을 테러와 연관 짓고 광범위한 감시와 개입을 정당화하며 낙인 찍는지를 보여준다.
