To prevent continuous collapse accidents and damage to life and property, the government established a safety innovation master plan and unified and strengthened the facility safety management system, which was dispersed by the Disaster Safety Act and the Facility Safety Act.
However, collapse accidents of facilities continue to occur, and the designation and management of class 3 facility according to the actual condition of the facilities is insufficient. In this study, analyzed the factors affecting the knowledge and attitude of the person in charge of designating class 3 facility on the practice of designating class 3 facility. The cause of the low implementation rate of the designation of class 3 facility was examined from the perspective of the knowledge and attitude of the person in charge of, knowledge was classified into institutional, managerial, and technical knowledge, and attitudes were classified into cognitive, emotional, and behavioral attitudes to analyze whether they affect practice.
As a result of analysis, descriptive statistics and one-way ANOVA analysis showed that among the knowledge and attitude fields, the knowledge fields that did not reach the average score were technical knowledge, and the attitude fields were analyzed as emotional attitudes and behavioral attitudes. As a result of the correlation analysis, the factors affecting the level of practice were analyzed as technical knowledge in the knowledge field, cognitive and behavioral attitudes in the attitude field, and then technical knowledge. As a result of multiple regression analysis, analyzed that the field that has the most influence on the designation of class 3 facility is behavioral attitude, and the second is technical knowledge. Therefore, to improve the level of practice in the designation of class 3 facility, measures to improve the skills in the field of knowledge and cognition and behavior in the field of attitude are prepared to prevent disasters through systematic management of facilities, and the utility of facilities should be increased to ensure public safety.
