      다국어 초록 (Multilingual Abstract)

      Since our limited land and poor cultivative land, we need to utilize it reasonably in order to make use of efficiently cultivation.
      According to the industrialization and urbanization, there is any satisfaction not to be fulfilled about the demand of land.
      So we must establish the device or policy which can be used efficiently in problems of land. But we should lay emphasis on the unbalance of land possession which shows in composed of land user, and the inequality of wealth which due to rise suddenly of land price.
      The aim of policy that a land could be utilized most efficiently is the utility factors.
      The utility factor are judged from not individual using condition but totally by-products (profits) which appear on cultivated land.
      The other side, there is the valancing standard which evaluate the policy of land by size of possession in the relations of social rung, classes, region, and generations.
      This has more interesting in the distribution of values than the size of producted values and approach to the land problems.
      Our land policy seems to be managed such like putting stress on the efficiency.
      The results of this policy are as followings.
      First, the policy of land focused on the efficiency brought about the private ownership of land in unearned income.
      Second, the government's intentional decision of policy allowed to the particular person private ownership of development.
      Third, the distribution of profits was not balanced in the relations of peoples, classes, and departments so, violent difference of income was produced.
      Forth, owing to unjustifiable distribution af cultivative profits the desires of labour in peoples was depressed, and it produced the social dissolution.
      These throubles result from the land policy of development which is based on efficiency.
      Now, I'll suggest a new alternative plan for solving the troubles.
      It must be worked out the phenomenoa of lack of land.
      First, a limit of land supply infinitly widen the rise in price of land, so, it bring out the sudden rise in price of land. Therefore, we should restraint a speculation of real estate, and establish the social and lawful device which can defend the rise in land price.
      Second, insufficient land can be brought into efficient utility according to form of using. The high utility replaced horizontal concept of land with perpendicularity one. Nowadays, the use of land means that it is through the surface, the ground and the underground.
      These three elements are able to utilize efficiently by high storied buildings and development of underground establishment.
      Third, we can divide a city into dwelling, business, industry agriculture, and community area etc. Like this division leads the efficiency that function of city become re-distribution over the whole city.
      Forth, the object of urban re-development must be chosen seriously by haw old projected city. Therefore, we can achieve the efficiency of urban re-development.
