제1·2차 북핵 위기를 통해 본 미·북 핵위기 게임분석 및 북핵 해법 = US-North Korea Nuclear Crisis - An Analysis of Game Theory -

다국어 초록 (Multilingual Abstract)

In this paper, main issue to consider is what to do about the history of
North Korea’s nuclear weapons program. And I’d like to take a game
theoretical approach to looking at this issue in terms of US-North Korea
nuclear crisis. Especially We must employ the complex rules of game theory
if we are to understand how each player behaves and what range of outcomes
is likely.
But I think what is going on now is a real set of negotiations and the
outcome is undetermined which North Korea holds on to its nuclear weapons.
This paper also calls attention not only to deal with contingent cases on the
Korean peninsula, but also in order to further the role played by South
Korea, and the United States that lower the opportunity costs of North Korea
retaining its nuclear arsenal and which are thus unhelpful to reaching a
denuclearization solution.

국문 초록 (Abstract)

미국 정부가 2008년 10월 11일 북한을 테러지원국 명단에서 정식 삭제
함에 비핵화 2단계 마무리 수순의 본격화가 진행되었다. 그러나 실제 검증
착수와 3단계 논의는 모두 미국의 차기 행정부 이후로 미뤄지게 될 사안으로
남게 되었는데, 임기말 현실적인 타협을 택한 부시 대통령이 차기 행정부에
북핵 과제를 떠넘김에 따라 북핵 문제는 상당기간 국제적인 현안으로 남게
될 전망이다.
그렇다면 1993년 북한의 NPT 탈퇴가 발단이 된 제1차 북핵 위기에 이은
2002년 농축우라늄 문제로 인한 제2차 북핵 위기, 2006년 북핵 실험에
따른 위기 조성 등의 국면에서 북핵문제가‘위기’, ‘반응’, ‘개선’, ‘자기만족’의
반복적 사이클을 그리는 이유는 무엇일까? 이러한 문제 의식에서 이 글은
북핵 위기의 본질을 미·북 간의‘핵위기 게임'이란 관점에서 접근하였다.
그리고 현 상황에서 이러한 주제에 우리가 관심을 기울여야 하는 이유가 분명
하다는 점을 강조하고 있다. 즉 미국이 11월 대선을 앞두고 핵문제에 어떤
입장을 선택할 지 모르는 국면에서 북한이 북핵 게임을 어떻게 펼쳐 나갈
것인가 매우 불투명하고 우려되는 문제이기 때문이다.
