지방자치단체장의 매니페스토 이행과 시민참여적 성과관리 :시민참여모형을 중심으로 = Local Government Leaders' Electoral Manifestos and Performance Management : Focusing on Citizen Participation Model

다국어 초록 (Multilingual Abstract)

The purpose of this study is to explore the possibility of contribution to the performance management of local governments related to the local government leaders' electoral manifestos, which are the results of the manifesto movement since the 4th local election. For the purpose we analyzed the local governments' activities for the implementation of the manifestos, which were introduced to the excellent case contests held by the Korea Manifesto Center. As a result we found the various activities for the implementation from opening the manifestos and achievements on the web-pages to operation of evaluation committee. However the activities require to be designed more elaborately to deepen the elements for performance evaluation based on citizen participation such as shared perception, education, shared information, access to the issues, reflection of public opinion, and shared knowledge.

국문 초록 (Abstract)

이 글은 민선 4기 지방선거 시기부터 지방자치단체장과 시민 간의 약속이라는 차원에서 지속적으로 제기되어왔던 매니페스토 운동과 관련하여 자치단체장의 매니페스토 이행이 시민참여적 성과평가와 연계된 성과관리의 지평을 확산시키는 데 기여할 수 있을지를 탐색하는 데 목적이 있다. 이를 위해 한국매니페스토실천본부가 개최해왔던 전국 기초자치단체 매니페스토 우수사례 경진대회에 소개된 시민참여 기반의 매니페스토 이행 활동들을 분석하였다. 분석 결과 공약이행 및 추진상황의 홈페이지 공개에서부터 공약이행평가단 구성 및 운영에 이르기까지 다양한 활동을 수행했던 것으로 나타났다. 이들 활동은 기존 자치단체장의 통상적인 활동 차원을 넘어 시민참여적 성과평가 모형에 근접하는 것으로 분석된다. 그러나 인식의 공유, 교육, 정보공유, 이슈에 대한 접근성, 주민의견 반영, 지식의 공유 등 시민참여적 성과평가 요소들을 심화시키기 위해서는 이들 활동이 더욱 정교하고 유기적으로 설계할 필요가 있는 것으로 결론지을 수 있다.
