지방자치단체 성별영향평가의 제도화와 정책과제 = Institutionalization and Future Task of Local Government Gender Impact Assessment

This study provides the analyses of the institutionalization process of Gender Impact Assessment (GIA) and the policy implications for the effective utilization of GIA as the main strategic tools of Gender Mainstreaming in the local level. For this analysis, I have used archival re-examination and did a survey at government offices.
This paper notes that the GIA has developed rapidly since 2000 in the 16 metropolitan governments with rigorous governmental level engagements. The metropolitan governments implement the GIA in accordance with the Women’s Development Fundamental Act and the Women’s Development Fundamental Ordinance. The dates of enactment, the aims of the ordinance and the range of application considerably varied.
This paper suggests several implications to improve the effective utilization of GIA as: strengthening legal basis of GIA; consolidating the political will of senior manager and the implementation body; utilizing the network among gender experts and local NGOs; securing budget to operate the system; incorporating the feedback information to the institutional improvement ex-post the GIA implementation.

국문 초록 (Abstract)

본 연구는 지방자치단체가 2000년대 중반 이후 성별영향평가를 제도화하는데 관심이 크게 높아진 것에 주목하면서 지방자치단체를 중심으로 성별영향평가가 어떠한 방식으로 제도화되고 운영되었는지 분석하고자 하였다. 또한 지방자치단체가 성평등을 실현하기 위한 성 주류화 전략의 도구로 성별영향평가를 활용하면서 제도적으로 개선해야 할 정책과제를 제시하고자 하였다. 연구방법은 문헌자료 분석과 공무원 대상 설문조사를 실시하였다.
연구결과 우리나라 지방자치단체는 여성발전기본법, 여성발전기본조례에 근거하여 성별영향평가를 수행하였으며 성별영향평가 제도운영의 목적과 적용범위, 추진체계 등에서 차이를 보였다. 제도발전을 위한 정책과제로는 성별영향평가 제도의 법적 근거 강화, 추진체계 및 고위‧관리직의 추진의지 강화, 젠더 전문가 및 지역 NGO와의 네트워크 강화, 제도운영을 위한 예산확보, 성별영향평가 결과 제도개선 및 정책환류의 강화가 제시되었다.
