도서지역 노인들의 생활실태와 복지서비스에 관한 연구 : 군산 도서지역을 중심으로 = A Study on the Current Life Conditions and Welfare Service of the Aged in the Gunsan Island Areas

국문 초록 (Abstract)

급격한 고령화와 함께 핵가족화 등으로 노인에 대한 가족 부양 기능이 점차 악화되고 있는 실정에서 도시지역 노인에 비해 도서지역 노인들은 마땅히 노 후대책도 준비되어 있지 않으며, 지역을 떠나 도시사회에서 적응하기 어렵고, 지역의 지리적 접근성 문제, 인구비례에 따른 복지예산의 배분 등의 문제로 인하여 도서지역 노인 문제는 더욱 심각해지고 삶의 질은 낮아 질 수밖에 없 다. 도서지역에 거주하고 있는 노인은 농촌지역 노인과 도서지역 노인이라는 이중의 소외집단인 것이다. 따라서 농촌보다 더한 취약지역인 도서지역의 노 인문제에 대한 관심과 배려가 무엇보다 시급한 실정이다.
본 연구는 도서지역에 거주하는 노인들의 생활실태를 분석하여 실증적으로 파악하고, 현재 시행되고 있는 정부의 노인복지서비스의 실태와 문제점을 분 석하여 이를 토대로 도서지역 노인을 위한 복지서비스의 개선방안을 제시하고 자 한다. 또한 도서지역 노인들의 생활실태와 복지서비스에 관한 연구로 군산 도서지역을 중심으로 복지서비스의 접근성에 있어 상대적 차별성이 상존하여 복지서비스에서 소외 되는 현상이 있어, 이러한 취약성에 대하여 살펴보고, 복 지서비스의 지역적 형평성 제고를 위한 개선방안을 파악하고자 노력 하였으 며, 이들이 사회적으로 소외되지 않아야 하며 또한 정부는 노인복지정책에 있 어서 노인들의 삶의 질을 높이기 위한 근본적인 종합대책을 마련하고, 지자체 는 지역사회에 알맞은 지역복지 차원에서 새로운 도서지역 노인대책과 프로그 램개발을 다음과 같이 강구해야 할 것으로 사료된다. 첫째, 행정체계의 통합화 와 전문화가 필요하고, 둘째 적극적인 홍보와 재정지원의 확대가 이루어져야 하며, 셋째 복지시설확충과 서비스내용 다양화와 전문화가 필요하고, 넷째 노 인교육을 평생교육의 장으로 활용하여야 하며, 다섯째 노인소득을 보장 하여 야한다.
요컨대 도서지역 노인복지를 효과적으로 대응하기 위해서는 재정적, 제도적 인 정비를 통한 사전 예방적인 노인복지 정책을 추진하여 고령사회에 대응 할 수 있는 계획을 수립하고 적극적으로 추진해야 할 것이다.

With ever-compromised family's capacity to support old people under the steep influence of aging society and nuclear family, senior community in island areas are much less prepared for their living in remaining life than that in urban areas, and have difficulties in adapting themselves to urban society far away from their native community. Besides, it is inevitable that senior people in island areas have more serious problems and lower life quality due to limited geographical accessibility and limited allocation of welfare budget in proportion to scale of population. Indeed, the old aged living in island areas are double alienated as rural and island senior folks in our society. That is why it is most critical to care for and consider senior problems in island areas, which are actually inferior to rural areas on land.
The purpose of this study is to analyze and empirically identify actual living conditions of senior community in island areas, and also analyze current conditions and problems of welfare for the aged available from our government, so that it may suggest possible ways to improve current welfare services for the aged in island areas. Furthermore, this study sought to examine actual living conditions and welfare services for the aged in island areas around Gunsan city, and address the vulnerability of those areas that have been relatively discriminated in the accessibility to modern welfare services and have been even alienated in the welfare services. And this study sought to find out possible ways to improve regional equity of welfare services for the island areas. Above all, it is important that they cannot and must not be alienated in our society and our government should prepare underlying comprehensive policy-level measures for better life quality of senior community in regard to making welfare for the aged, while local governments should develop new measures and programs for the aged in island areas from the perspectives of customized regional welfare in the following ways:
First, integrate and specialize administrative systems related to regional welfare services for the aged. Second, extend financial supports along with more proactive public relations. Third, expand welfare facilities for the aged into more senior communities in parallel with more diversified and specialized service contents. Fourth, employ senior education as a part of lifelong education. Finally, assure senior income for basic living.
Summing up, in order to effectively respond to potential demands for welfare for the aged in island areas, it will be necessary to promote preventive welfare services for the aged through financial and institutional arrangements, and thereby prepare and promote promising plans to cope with aging or aged society positively.
