This study had begun to raise the recognition of groping for welfare promotion for teenagers who work full time or part time as well as changing social recognition to secure their rights from the expedient exploitation of labor force, infringement of human rights and illegal employment and to form the sound labor culture.
The objectives of this study are to grasp the current conditions of part-time work of technical/industrial high school students in Ul-San and to grope for welfare programs by surveying support plans for teenagers which have been discussed in Korea.
To begin with, teenagers' working part time has spread broadly, the reason of which is regarded that consumption level and needs are higher than it used to be.
Secondly, as opportunities to get a job has increased due to the spread of part-time work caused by the flexibility of a labor market, rights and conditions for park-time workers have to be aroused socially. Likewise, if part-time teenager workers would not be socially protected and left alone because of the poor conditions of teenagers employment, side effects on teenagers who experience part-time work might be regarded as a serious social problem. According to this study, most teenagers have been treated badly originated by the lack of the recognition and understanding of The Labor Standard Act and even they are not prepared to assert their rights confronting wrongfulness or injustice.
Thirdly, it is indicated that labor problems are not handled in teenagers' position. Teenagers pointed out that most of them are not satisfied with their jobs and problems of part-time work are low wages and adults' biased view on part-time work. The problem lies in that the society regards teenagers as social objects or beneficiaries of programs not as social subjects.
Finally, this study showed teenagers' expectation about programs of the government welfare support. This was confirmed in the number of times of participation in part-time work, consultation centers, programs for teenagers. Therefore, it is urgent to plan for a realistic and profound measure in developing programs.
I'd like to survey current conditions of part-time work and suggest welfare measure programs.
As the general support of systematic support programs, firstly labor creation programs for teenagers part-time work lead by public organizations in communities during the vacation have to be actively implemented.
Secondly, needs of technical/industrial high school students working part-time should be reflected in the vocational hands-on programs operated by the Ministry of Labor and linked with vocational experience activities.
In the legal aspect, most of all, teenagers' human rights and interests should be protected. Secondly, it is necessary to have a constant preventive education on shops where teenagers can not be hired and to enhance social interests and report spirit.
Much institutional effort should be made to change teachers' and parents' recognition in order to clear away superficial and negative attitudes toward teenager part-time work in schools and homes. It is necessary to have a proper control of negative factors about teenager part-time work and arrange welfare support centers for teenagers working, which can also be plans to make drop-out teenagers in alternative schools experience park-time work in the juveniles rehabilitation centers.
Finally, the development of welfare programs is urgently demanded in order that teenagers should identify their aptitudes in consideration of diversity of proper part-time jobs for teenagers and consider their long-desired future jobs linked with part-time jobs.
