As the importance of intellectual property is expanded, the patent war is
spreading worldwide. In addition to the continuous production methods of its
products, intellectual property is being used as an active means to restrict entry
of competitors into the market. It is becoming an important means of survival. As
such, intellectual property is recognized as a key driving force for the survival
and growth of companies, and corporate value is also valued as intangible assets
in tangible assets. Thus, The recognition of the importance of intellectual property
finance based on valuation and valuation of intellectual property is increasing.
The government(2013) recognized the importance of enhancing the
competitiveness of domestic intellectual property financing, establishing measures
to revitalize intellectual property finance for Small and Medium-Sized enterprises
and Venture Companies. BY expanding financial accessibility to excellent
intellectual property-holding companies and providing smooth financing,
government wanted to contribute to the revitalization of the national economy by
inducing new employment increase and technological improvement. However,
according to the Survey on Intellectual Property-Related Activities in KOREA 2015,
the biggest difficulties in commercialization of patent technology were still found
to be insufficient funds. Especially, it was surveyed that Small and Medium-Sized
enterprises and Venture Companies feel the most difficulties of funding.
Although intellectual property financing should be centered on private finance,
private sector activities such as venture capital are still sluggish in Korea
Financial Environment. As a result, it is being analyzed that SMEs, which have
many intellectual property assets, are struggling to commercialize intellectual
property due to lack of funds. As the domestic financial environment, which
avoids financial risks and is operating funds conservatively, has not changed, it is
necessary to strengthen the role of policy financial institutions in order to
promote the commercialization of intellectual property.
Therefore, this study intends to establish a way to strengthen the role of the
Korea Technology Finance Corporation(KOTEC), which is leading the supply of
domestic intellectual property financing through policy financing method such as
technology guarantee in Korea. Through this, it aims to contribute substantially to
promoting commercialization of intellectual property.
Although most of precedent research on the Intellectual Property Finance
emphasized the need for objective valuation of intellectual property and the need
to revitalize intellectual property financing, it was difficult to find practical details for financing methods and ways to increase financial support expansion for
intellectual property. In order to provide a practical plan for revitalizing
intellectual property financing, this study reviewed the current status of the
intellectual property financial system of KOTEC, analyzed the obstacles to the
activation and the measures to improve them. It has found improvement plans in
three aspects : the legal system related to intellectual property finance, support
infrastructure, and management of achievement
This study proposes improved support methods for SMEs with intellectual
property rights in various aspects, and suggest ways to activate practical
intellectual property finance that can be immediately applied in the field.
