해운분야 EU 배출권거래제의 영향 분석 = Impact Analysis of EU Emissions Trading System in Maritime Sector

국문 초록 (Abstract)

본 연구는 유럽경제지역(EEA)에 운항하는 선박에 적용되는 유럽 배출권거래제(ETS)의 요구사항에 대한 면밀한 검토와 파급영향을 재정적인 측면에서 정량적으로 평가하였다. 2022년 보고된 EEA 운항 선박은 해운 분야 EU ETS가 완전히 시행되는 2026년 기준으로 매년 13.45조원의 추가 비용이 발생하는 것으로 분석되었다. 화석연료 대비 대체연료의 비용효과성 확보를 위해 필요한 요인을 배출권 가격 및 대체연료 가격으로 제시하였다. 이와 함께, 보완이 필요한 규제적인 공백에 대해 식별하였다. 연구의 결과는 해운 분야 EU ETS 도입에 따른 규제 비용 및 대응방안 수립에 대한 기초자료로 활용가치가 있다.

This study provides a comprehensive reviews of the requirements imposed by the European Union’s Emissions Trading System(ETS) on ships operating in the European Economic Area(EEA) and quantitatively assesses its financial impacts. According to the analysis, ships operating EEA reported in 2022 are projected to incur an additional cost of 9,507 million euro annually from 2026 when the EU ETS in the maritime sector is fully implemented. Furthermore, the study highligts critical factors for the cost-effectiveness of alternative fuels compared to fossil fuels, such as emission allowance prices and fuel prices. Additionally, it identifies regulatory gaps. The results of this study provide valuable foundational data for the establishment of regulatory costs and strategies in response to the introduction of the EU ETS in the maritime sector.
