대전광역시 문예진흥기금의 현황과 개선방안에 관한 연구 : 무용예술분야를 중심으로 = (A) study on the actual status of culture & arts promotion fund of Taejon metropolitan city and its improvement plan : centered on the field of dancing art

Today, the cultures, which hav their own values and also show various aspects, exist in all human societies, and these are taking root as the essential factor in human living.
In addition, not only the cultural activities, which many people can share, enables people to enjoy benefit form culture, but also greatly contrbute to improve life quality, and therefore people are progressively getting into much interest in cultural and artistic activities.
Recognizing this trend, this study looked into Taejon Metroplitan City's actual status of "Culture & Arts Promotion Fund", which is currently plaing an essential role in the deveopment of culture and arts, its problems and its improvement direction, especially centering on the field of dancing art.
Therefore, this study has the objective that it researches and analyzes the support work, application method, deliberation method and post-assessment in the field of dancing art among the "Culture & Arts Promotion Fund" of "Korean Culture & Art Foundation" and "Taejon Metropolitan City", Which has been contnuously perated even under the several changes having bee repeated for the time, and then studies the effective improvement plan for the field of dancing art of "Culture & Arts Promotion Fund".
In Chapter II, this study looked into the creational background and changing history of the "Culture & Arts Promotion Fund" of "Korean Culture & Arts Foundation" and "Taejon Metropolitan City" by sorting them into 5 stages such as creating stage, developing stage, foundation-forming stage, leaping stage and maturing stage, and then it sorted them in detail again and looked into them thoroughly thgether with tables. In addition, this study looked into each Culture & Arts Promotion Fund's support methods together.
In Chapter III, this study examined the actual status of application and support in the field of cultural and artisitic field of "Culture & Arts Promotion Fund" of "Taejon Metropolitan City", and first of all, it looked into the actual status of the applications and support in the field of "Culture & Arts Promotion Fund" of "Taejon Metropolitan City", Which have been made form 1997 to 2002 now, based on the actual statistical data and then it analyzed the support workds in its own way, based on the research & analysis of the previously-examined actual status of application. The actual statistical data was also used in this process, and it also presented the figures in chronological order.
In Chapter IV, this study reviewed the critical points and improvement plans of the "Culture & Arts Promotion Fund" of "Taejon Metropolitan City", which were revealed while researching and analyzing in Chapter II and III.
If we briefly summarize the above study results, it is as follows;
Though the "Culture & Arts Promotion Fund" of Taejon Metroplitan City" has contributed to the enhancement of arts quality and human life Quality, as a result we studied, it revealed the problems that it lacks the attempt for various changes and it has followed the traditional support methods. Therefore, the"Culture & Arts Promotion Fund" of "Taejon Metropolitan City", which was formed for the purpose of cultural and artisitic creation, study and spread in Taejon, will have to pursue If we make new suggestions for such a change, it is as follows;
The "Culture & Arts Promotion Fund" of "Taejon Metropolitan City" will have to investigate the appropriateness and effectiveness in distributing
Fund, try to make the selection process clear while selecting the objects to support and escape form the monotony of supporting methods, and also it will have to devote itself to the post-management system.
If we review in detail the imprivement plans, in regard with distribution of fund, the plans, such as the actualization of support amount, distributing the fund by proportional basis, first & latter half support and post-support in order to quantitatively and qualitatively improve dancing art, will have to be positively and practially reviewed.
In addition, in regard with selection proess, the objective and fair selection suitable for support work should be announced officially, and in reard with support emthod, the indirect support method, which Taejon Metropolitan City can introduce, should be groped, and the more specific method will have to be established in regard with post-assessment, which has been implemented since 2001.
Finally, the unchanged support method, which does not correspond to the cultural environemet, should not be pursued, while Taejon Metropolitan City wiil have to introduce other cities' support methods, and the new type of support methoud suitable for our region will have to be developed.
In addition, the dancing artists and dancing art organzations also should make more specialized and specific business planes in order to induce financial support and then apply for support, and thet will have to develop diverse support windows with their voluntary and positive participation and effort, not depneding on only the supoport of the "culture & Arts Promotion Fund".
