중국의 해양수송로 안보전략과 안보딜레마의 심화: 인도양 지역을 중심으로 = China’s Strategy for Maritime Energy Security and an Intensifying Security Dilemma: The Case of the Indian Ocean

국문 초록 (Abstract)

현재 강력한 경제력을 바탕으로 아시아 지역의 강대국을 넘어 국제무대에서의 영향력을 확대하고 있는 중국에게 있어 에너지 자원의 안정적인 수급은 자국의 지속적인 경제성장을 위해 무엇보다도 중요한 과업이다. 그리고 이를 위해 중국은 해양에너지 수송의 안전 확보를 위해 사활적인 노력을 진행 중이다. 그러나 이러한 중국의 해양수송로 안보전략은 다른 국가들에게 위협의 요인으로 작용할 수 있으며, 지역 질서에도 의도하지 않은 부정적인 영향을 끼칠 수 있다. 본 연구는 과연 중국의 해양수송로 안보전략이 지역질서에 어떠한 영향을 미치고 있는지를 분석한다. 이를 위해 인도양 지역에서 추진 중인 중국의 해양수송로 안보전략을 살펴보고, 이러한 중국의 행위가 인도양의 다른 주요 국가인 인도의 안보 우려를 야기하며, 결국 이 지역에서의 안보딜레마의 심화로 이어지고 있다고 주장한다.

다국어 초록 (Multilingual Abstract)

For China, which has attempted to expand its economic influences beyond Asia, securing an energy supply is one of the most fundamental tasks for its sustainable economic prosperity. For this reason, China is striving to ensure safety for energy transportation in the maritime domain. However, this endeavor can be a threat to other countries, and can have a negative impact on regional order. This study aims to analyze how China’s strategies for its maritime energy security has had an impact on Asian security. For this purpose, this study examines China’s efforts to stabilize its maritime energy security in the Indian Ocean, and argues that China’s behaviors in the Indian Ocean region arouse security concerns from India, which is another major actor, and consequently, intensify the security dilemma there.
