사회적 기업 활성화를 위한 경영지원 과제 = A study on managerial support to revitalize a social enterprise

다국어 초록 (Multilingual Abstract)

Social Enterprise is operating for achieve social goals. The government enacted the policy of rearing social enterprise and it became effective through several certifications for revitalizing social enterprise. The most important problem for this goal is strengthening the core competence of social enterprise. In this paper, author compared international social enterprise which has longer history than national social enterprise and Korean social enterprise, and she tried to figure out the problem of supporting for national social enterprise. The paper has three parts. First, the paper figured out problems of national social enterprise; difficulties to a decline of cost through economy of scale, a lowering of human resource‘s quality, shortage of development technology and investment. Second part is about English and American social enterprise. Third part is about the problem of supporting for national social enterprise; necessity to access based on demand of supporting for social enterprise, necessity to expansion of human resource and variety, necessity to support sustainable business model, necessity to multiple market which supply resource, support of development of market, extension of professional supporting organization operation.

국문 초록 (Abstract)

사회적 기업이란 사회적 목적을 달성하기 위해 운영되는 기업으로, 현재 정부는 사회적 기업 육성법의 제정, 발효 후 여러 번의 인증과정을 거치며 사회적 기업 활성화를 위한 여건 형성을 위해 노력하고 있다. 이런 환경에서 사회적 기업의 활성화를 위해 제1과제로 떠오르는 것이 사회적 기업의 경영역량 강화이다. 이에 따라 본고에서는 우리나라보다 역사가 좀 더 긴 해외 사회적 기업의 현황 및 경영지원 사례와 우리나라 사회적 기업 사례를 비교 고찰하여 국내 사회적 기업 경영지원 과제를 도출하고자 했다. 국내 사회적 기업의 현황을 살펴보고, 문제점으로 1) 규모의 경제를 통한 비용감소효과 기대의 어려움, 2) 현저히 낮은 인적자본의 질, 3) 기술 개발, 투자의 부족 등을 지적하였다. 그리고 비교 대상으로 영국과 미국의 사회적 기업 현황을 정리하여, 국내와 해외의 사회적 기업현황을 비교했다. 이 과정을 통해 사회적 기업 활성화를 위한 경영지원 과제를 1) 사회적 기업의 경영지원 수요에 기반한 접근, 2) 인력양성 지원확대 및 다양화, 3) 지속가능한 사업모델 개발 지원, 4) 자본조달시장 다각화, 5) 시장형성 지원, 6) 전문 지원기관 운영 확대로 나누어 제시했다.
