A Study on the Implications of Customs Administration for IPEF Trade Facilitation = 관세행정 고도화를 위한 IPEF 무역원활화 도입에 관한 연구

국문 초록 (Abstract)

본 연구는 관세행정 고도화를 위한 무역원활화 협정의 중요성에 연구의 초점을 맞추고 있다. 무역원활화 협정은, WTO와 DDA 출범 이후 체결된 최초의 다자간 무역협정으로, 해외 통관과 관련하여 기업들이 겪는 어려움을 해결할 수 있는 제도적 기반으로서의 의미를 가지고 있으며, 국가경제에서 수출 비중이 상대적으로 높은 국가들이 중심이 된 IPEF 협정 가입을 통한 새로운 무역원활화 패러다임의 전환으로서의 의미 또한 함께 가지고 있다. 그리고 현재까지 무역원활화 관련, 준수 의무를 통보하지 않은 개발도상국들, 혹은 기 통보하였지만 WTO 및 IPEF 차원에서의 미준수 사항이 많은 국가들을 독려하고, 국제무역과 관련한 정확한 진단 및 수요 평가에 대한 시스템 기반의 지원을 확대할 필요가 있다고 분석되어진다. 따라서 관세행정 고도화를 위한 무역원활화는, 각 단계에서부터 세부 절차를 도입하여 체계적으로 운영하는 것을 핵심으로 하여 수행되어져야 하며, 이를 위하여 각국 정부는 사전에 세밀하게 조율된 절차를 중심으로 한 국제협력 기반의 프로세스를 통하여 이러한 목표를 달성해야 한다.

This Study is focused on the importance of the Trade Facilitation Agreement for the advancement of customs administration, and it is the first multilateral trade agreement concluded after the establishment of the WTO and the DDA negotiations. It is the institutional foundation for resolving difficulties faced by companies in relation to overseas customs clearance, and also this is a new paradigm shift through joining the IPEF agreement, which has a high proportion of exports. And it is necessary to encourage developing countries that have not yet notified their compliance obligations or countries that have notified but have many pending items at the WTO and IPEF levels, and to expand support for accurate diagnosis and demand assessment. Therefore, trade facilitation for the advancement of customs administration must be carried out through the introduction and operation of detailed procedures at various levels, and to this end, each country's government needs to achieve this through international cooperation centered on procedures that have been finely coordinated in advance.
