      We will say 'Guards are Services.' in our new ages. Guarding services are most likely to services as our father save the tree above it.
      The period defined as National Police-Officer's is passing slowly, and we feel so.
      A long time ago, National Police Officers used to keep order and provide many services for famous entertainers in forming of police-line. However, today and in the future, National Police-officers must activate Civil Guarding System(CGS) and establish order at first as it possible. Only, on that particular occasion for collapsing that lines, it will be a good way that national governmental authority be intervened and maintain orders.
      A role of Civil Guarding System(CGS) will be greater, because as public peace is changing over and over. Police-Officers and Civil Guarding System(CGS) improve social public secure degree through division of labor, and people will gain a safe life.
      But realistically, our Civil Guarding System(CGS) is facing many problems and unsolved subjects. That is, it synthetically leave something to be desired as compared with America or Japan. So it needs improvement in legalistic and systematic aspect. It has many problems for Civil Guard's human strength of actual services.
      A incumbent's will for promoting Civil Guarding System(CGS) also have great differences from reality. Moreover, we encountered much shortage to a change of people's perception and a support of State budget.
      Actually, the government didn't satisfy many political demands in industrial society by shortage of human strength and budget, backward equipment, over-work, and many administration problems despite of enlargement Civil Guarding System(CGS).
      As I prepare this treatise, I think it will be possible that Civil Guarding System(CGS) will be grown and Cooperation Guarding System will be activated by education, through study for Germany, England, and America that are developed country.
      As we face the 21th century which demand new type social secure, the responsibility for social secure rests with police-officers fundamentally. However, as the society is more complicated and the demand for public peace is more various, there is a limit to solve every problem through police force. According to it, Civil Guarding System(CGS) is appeared, and it is really required in our society.
      A night guarding market will develop industry with only efficient human-agency management and it is possible through education.
      Civil Guarding System(CGS) will finally contribute efficient operation of national police force and it will give national police-officer competition.
      So, It executes to be desirable that the government maintains Law department system to education for Civil Guarding System(CGS) and Life immediacy system Positively. And it would be the plan which prepares in demand followed in fixation of Autonomous Police System.
      Later, The education for Civil Guarding System(CGS), which birth from National Police Office's eagerness, must reinforced into the education for Holding Civil Guarding System(CGS) office.
      It is nessassary to apply incumbent and excellent police officer who trained with government budget at the preparation education program for Holding Civil Guarding System(CGS) office. And the education for Civil Guarding System(CGS) and Life immediacy system will be developed rapidly if the program were made with the center for retirement officers.
      As we know, the manpower which are excellent retires from specialty occupations like Licensed tax accountant, Trial counsel, Tariff company, developing their business area concerned continuously after their retiring.
      But many retirement officers are consuming their time for climbing mountain, or suffering from the enterprise which is rash. It is very tantalizing.
      And many graduate students for police administration subject were pushed into higher civil service examination school with dream to policeman. In that situation, the education for Civil Guarding System(CGS) will be breach to the many jobless graduate students for police administration subject.
      In addition, the industry related affection which appear in the future can improve the security cadence manpower and reinforce security ability and national competence, if it is cultivate in thoroughly.
