녹색처방 제도의 공원녹지 연계방안 분석과 국내 적용전략 검토† - 영국과 미국 사례를 중심으로 - = Exploring Park and Green Space Linkage in the Green Prescription System and Strategies for Application in Korea† - Focusing on UK and US Cases -

국문 초록 (Abstract)

국내 만성질환으로 인한 사망률과 관련 진료비는 지속적으로 증가하고 있으며 이에 따른 질병부담은 심각한 문제로 대두되고 있다. 이러한 상황에서 녹지의 건강증진 및 의료비 절감 효과를 바탕으로, 만성질환 예방 및 관리를 위해 보건의료인이 환자에게 공원녹지에서의 활동이나 자연환경 체험을 권고하는 녹색처방의 필요성이 제기되고 있다. 본 연구는 녹색처방이 실행 및 확산된 영국과 미국을 대상으로 공원녹지 정보 접근과 활용에 효과적인 방식을 적용한 프로그램 사례를 선별하고, 공신력 있는 기관의 보고서와 학술 논문, 공식 웹사이트의 자료를 검토하여 녹색처방의 서비스 측면에서 유형화하였다. 처방 단계는 대상, 주체, 절차를 중심으로 정리하였으며, 처방 방식은 처방전을 통한 환자 주도적 실천 방식과 프로그램을 통한 공동 활동 방식으로 분류하였다. 처방 유형은 자연기반활동의 종류에 따라 신체 강화 활동, 정신 휴식 활동, 프로그램 기반 활동으로 구분하였다. 분석 결과를 바탕으로, 녹색처방의 국내 적용을 위한 시사점은 처방 서비스와 공원녹지 서비스라는 두 가지 관점에서 도출하였다. 본 연구는 공원녹지를 보건의료체계와 연계한 비용 효율적이고 지속 가능한 국민 건강관리 방안으로 녹색처방을 제안하며, 이는 공원녹지 가치 제고와 조경분야 역할 확장에 기여할 것으로 기대된다.

The mortality rate and associated medical expenses due to chronic diseases in Korea are continuously increasing, resulting in a significant burden brought upon by diseases. In response, the concept of green prescriptions, which recommend that patients engage in activities in parks and green spaces or experience natural environments, is gaining attention as a strategy for the prevention and management of chronic diseases, based on the proven health benefits and potential for medical cost reduction associated with green spaces. This study examines the feasibility of green prescriptions by analyzing cases from the UK and the US, where such prescriptions have been implemented and widely adopted. Specifically, programs that effectively facilitate access to and utilization of parks and green spaces information were selected for review. Reports from credible organizations, academic papers, and materials from official websites were analyzed to categorize green prescriptions in terms of service delivery. The prescription process was structured around three key aspects: target population, prescribing entities, and procedural steps. Prescription methods were classified into two primary types: patient-led self-practice through prescriptions and group-based participation in structured programs. Prescription types were categorized according to the nature-based activities involved: physical strengthening activities, mental relaxation activities, and program-based activities. Based on the analysis, this study identifies key implications for the implementation of green prescriptions in Korea from two perspectives: prescription service and park and green space service. By integrating parks and green spaces with the healthcare system, this study proposes green prescriptions as a cost-effective and sustainable national health management strategy. Furthermore, it is expected that this approach will enhance the perceived value of parks and green spaces while expanding the role of the landscaping sector in public health promotion.
