항만시설사용료 감면제도와 인천항 물동량의 관련성 연구 = A Study on the Relationship between the Reduction of Port Facility Usage Fees and Incheon Port Cargo Volume

국문 초록 (Abstract)

우리나라 주요 수출입 항만은 해운 선사의 물류비 절감과 신규 물동량 창출, 항만서비스 만족도 증대 등 항만 경쟁력 확보를 위한 방안으로 항만시설사용료 감면제도를 운영하고 있다. 본 연구는 인천항의 항만시설사용료 감면제도와 항만 물동량간의 관련성을 분석하기 위해 회귀 모형을 활용한다. 분석결과 인천항 항만시설사용료의 감면 금액의 증대는 항만 물동량의 증가는 관련성이 없고, 선박료와 화물료 등 감면료의 종류와 세부적인 감면사유에 따른 분석 결과에서도 물동량 증가 효과를 찾을 수없었다. 따라서 본 논문에서는 인천항의 항만시설사용료 감면제도를 재검토하여 합리적으로 개정하는 것이 필요하다.

Major import and export ports in Korea operate a port facility fee reduction system to secure port competitiveness, such as reducing logistics costs, creating new supplies, and increasing port service satisfaction. This study uses a regression model to analyze the correlation between the Incheon Port Facility User Fee Reduction System and the volume of goods. As a result of the analysis, the increase in the amount of reduction in port facility usage fees at Incheon Port was not correlated with the increase in volume, and no analysis results were found according to the types of reduction and exemption such as ship usage fees and cargo usage fees.
Therefore, it is necessary to review and reasonably revise the port facility usage fee reduction system at Incheon Port.
