국문 초록 (Abstract)

항공기와 공항은 테러리스트의 목적 달성에 적절한 대상으로 인식되어 수준 높은 보안대책이 필요하다. 또한, 항공교통의 국제성으로 인해 항공보안 활동도 국제적 협조와 공동 노력이 필요하다. 본 논문은 항공 테러를 막기 위한 항공 보안 활동에 대하여 살펴보고 문제점 및 대책을 찾는 것을 목적으로 했다. 항공테러 방지를 위한 국제적 노력으로는 ICAO와 IATA등 국제 항공기구를 통한 노력이 고찰되었다. ICAO는 정부 또는 공식적인 측면에서의 국제조약 제정과 실천을 위한 노력을 하여 항공 테러범을 처벌할 수 있는 틀을 만드는 등의 성과를 보였으나 강제적 구속력이 없는 한계점 극복이 과제로 남아 있다. 반면, IATA는 공항의 보안 활동에 대한 실질적인 조사 및 테스트, 보안 훈련 프로그램 실시 등으로 항공 범죄 발생 방지에 많은 기여를 해왔다. 공항의 보안 활동은 항공사와 공항 당국이 주체가 되어 실행되며, 공항 경계선 울타리 보안 및 통제구역 운영 등과 같은 공항 전반적인 보안과 항공 테러 방지를 위한 무해지역 운영 등에 관해 살펴 보았다. 항공테러는 공항에서의 항공보안 활동에 의해 효과적으로 감소시킬 수 있으므로 공항 보안 수준 향상을 위한 기술적, 절차적 개발과 국제적 표준 실시 공동 투자, 공동 실천 등이 필요하다.

다국어 초록 (Multilingual Abstract)

The airplane in flight can provides a capsule container of ready made hostages to terrorist. In addition, the air passengers represent a good cross section of the population, including VIP, women, children, old people, and citizen of many countries. Terrorists usually want to get an attention from the mass media of all over the world, and an airborne aircraft is an ideal object to achieve their goals. So, the air terrorism was flooded when aviation security system was not sufficient. The effective countermeasure decreased the frequency of air terrorism. However, we cannot stop devising the more effective and efficient ways to protect air transport from the terrorism. It is necessary to secure international cooperation for more effective aviation security because the air transport is usually used for international travels. This paper reviews the activities conducted by ICAO and IATA for international matter related to aviation security. It also reviews the airport security program which airlines and airports are practicing currently. The author tries to find out the problems related to current practice of airport security and tries to suggest the solutions.
