일본 아베 정부의 미일동맹 정책과 지구본 외교: “국제협조주의”와 “전략적 자율성”의 사이 = Abe Administrations’s Policy on the US-Japan Alliance and Global Diplomacy: Combination of International Cooperation and Strategic Autonomy

국문 초록 (Abstract)

이 논문은 일본 아베 정부의 외교 및 안보정책을 “국제협조주의”와 “전략적 자율성”이라는 두가지 관점에서 평가하려는 시도이다. “국제협조주의”란 일본이 미국과 유엔 등 국제사회와 협력함으로써, 일본의 국가이익을 수호하고 국제적 영향력을 높이려는 정책방향이다. 이에 대해 “전략적 자율성”이란 동맹국인 미국이 자유무역질서나 동맹국에 대한 안보관여 정책에서 이탈할 가능성에 대응하여, 자율적인 외교 공간을 확대하려는 정책방향을 가리킨다. 특히 트럼프 행정부등장 이후 미국이 기존의 동맹체제나 경제협력체제, 국제규범으로부터 이탈하는 경향이 나타나자, 유럽 국가들 사이에서 “전략적 자율성”의 경향이 나타나고 있다.
아베 정부도 국제협조주의에 따라 미국과의 동맹관계를 강화하면서도, 대중정책이나 대러시아정책, 그리고 영국, 프랑스 등 유럽국가들과의 외교에서 전략적 자율성의 경향이 나타나고 있다. 미국과의 동맹을 공유하는 한국으로서도 이같은 복합적 정책방향은 고려될 필요가 있다.

다국어 초록 (Multilingual Abstract)

This paper tries to evaluate Abe administrations’ security policy in terms of the combination of “international cooperation” and “strategic autonomy”. The concept of “international cooperation” originates from an Imperial Japan’s pattern of foreign policy. Contrary to hawkish faction in the Imperial Army who favored expansionist foreign policy, some diplomats and scholars at the time advocated the cooperative attitude toward the League of Nations and some major powers such as the United Kingdom and the United States. By resurrecting the concept of “international cooperation”, Abe administration tries to cherish the alliance relationship with the United States and develops plural security cooperative framework with it.
At the same time, some policy makers and opinion leaders in Japan tries to adopt more autonomous foreign policy facing the uncertainty of Trump administration’s foreign policy on the existing alliance and international norms. For example, Abe administration expand its diplomatic channel with China and Russia as well as with the Great Britain, France, Germany and Australia. This trend overlaps with those of European countries such as Great Britain, France and Germany who are feeling the unstability from Trump administration’s foreign policy.
The combination of “international cooperation” and “strategic autonomy” can be an important criteria for countries who sill pursue its own national strategies facing more complex international environments.
