계란등급제 개선방안에 관한 연구 = A Measure of Improvement of the Shell Egg Grading System

국문 초록 (Abstract)

계란등급제는 2001년 12월 시범사업을 시작으로 국내에 정착하기 시작하였다. 정부가 인정하는 기준과 평가를 통해 생산자와 유통업자 그리고 소비자 모두에게 도움을 주고자 시행되고 있는 계란등급제가 전체 계란생산량의 6.3%(2014년 기준)를 차지하면서 미미하나마 지속적인 증가가 이루어지고 있다. 하지만 가격 차별화, 농가 수익창출 등 본래의 등급제 역할과 기능을 발휘하지 못하면서 많은 문제점이 제기되어 왔다. 본 연구는 계란등급제에 참여하고 있는 작업장(GP센터)과 일반 농가 등 72곳에 대해 방문, 전화 그리고 팩스 등을 통해 설문조사를 실시하여 계란등급제의 현황을 파악하고, 계란등급제 만족도와 등급란과 일반란의 차이에 대한 인지도를 회귀분석과 상관분석을 통해 계란등급제의 문제점과 향후 발전방안을 도출하는데 초점을 맞추었다. 계란등급제 만족도에 대해서 각각의 설명변수인 1일 평균처리물량(처리규모), 등급판정 수수료의 적정 여부, 회사운영형태, 등급제 참가 여부로 나누어 상관관계를 분석한 결과, 등급제에 참여하는 업체(농가)일수록, 등급판정 수수료가 적정하다고 인식하는 업체(농가)일수록, 처리규모가 큰 업체(농가)일수록, 회사운영형태가 조합 및 주식회사처럼 전문화 조직화될수록 만족도가 높은 것으로 분석되었다. 또한 등급란과 일반란에 대한 품질차이 인지와 등급판정참가 여부, 1일 평균계란처리 규모, 사업형태에 대한 상관분석을 한 결과 등급판정에 참여한 농가일수록, 일일처리물량이 많은 농가일수록, 그리고 주식회사나 농업회사법인과 같은 대규모 기업형태에서 품질 차이를 대체로 인지하고 있음을 볼 수 있다. 특히 품질차이 인지에 있어 생산규모보다는 계란등급제 참여가 상관성이 있는 변수로 추정되었다. 따라서 계란등급제가 채란업 유통의 한 부분을 차지하면서 정착이 되고 있지만, 대규모 기업 위주, GP센터나 농가들의 참여 한계성, 등급란의 가격 차별화 부재 등의 문제점을 본 연구과정에서 조사할 수 있었다. 계란등급제가 발전하기 위해서는 등급판정 대상 계란의 전체 물량을 판정하여 계란등급란의 품질과 가격차별화를 기해야 할 것이며, 콜드 체인 시스템(Cold Chain System) 구축을 통한 유통구조 개선, 학교급식법 등 관련규정 개정, 등급판정 수수료에 대한 부담 등을 줄여, 참여확대 유도 등에 힘을 기울여야 할 것으로 판단된다. 본 연구는 계란등급제에 대한 소비자 의향, 해외 선진국의 운영실태 등의 연구 등의 과제를 남겼지만, 계란등급제의 현황과 발전방안을 제시하는데 의의가 있으며, 계란등급제도의 운영에 있어 도움이 되기를 기대한다.

다국어 초록 (Multilingual Abstract)

Eggs are an important source of protein for the human diet. Consumers want fresher, more delicious and more sanitary eggs. In Korea, the Shell Egg Grading system (EGS) was employed in 2001. The portion of graded shell eggs has increased every year, but graded shell eggs account for only 6% of all eggs. The EGS should satisfy producers, distributors and consumers. However, the EGS does not have an official function because of many problems. Consumers cannot select various graded shell eggs in the market, and producers do not receive enough profit even though they produce top-quality graded shell eggs. There are few studies on the EGS, Therefore, this study was performed to improve the EGS. We surveyed the EGS, GP Centers and farmers. Large companies (farmers) are more satisfied than small companies with the EGS. There was a high tendency for the companies (farmers) that are not involved with the EGS to think that graded and ungraded shell eggs are similar, in contrast to the companies (farmers) connected to the EGS. We should have to change the grading system of grade shell eggs, establish of the cold chain system, change of the law for the school meals, minimize payment for the grading shell eggs for developing EGS. Based on this study, the egg industry can benefit through the improvement of the EGS.
