Sewage treatment facilities are growing rapidly in quantitatively and qualitatively. However, privatization such as up-size and professionalism, etc. are insufficient, compared with global companies' cases. Infrastructure Asset management has not been applied widely despite of sewage treatment Facilities are one of the most critical social infrastructure.
Maintenance, repair, and rehabilitation (R&R) practices of sewage treatment facilities have been studied and infrastructures asset management techniques have been applied.
According to the current accounting regulations, capital expenditure for R&R implementation is considered as expenses in accounting book. However, upcoming International Financial Reporting Standards (IFRS) recommends that major rehabilitation and routine maintenance and repair works should be treated differently: Major rehabilitations should be considered as capital investment while routine repairs are expenses.
Therefore, sewage treatment facility's has to be recognized as social infrastructure clearly. Efficiency of business management needs to be enhanced through systematic managerial cost analysis of BTO(Build-Transfer-Operate), problem analysis, and comparison of management types. Cost model which makes it possible to calculate managerial costs such as major cost, etc. needs to be developed only with project basic information when proceeding new sewage treatment facility construction and management and overseas sewage project. Effects to converse major repair cost into capital, application of sewage treatment facility's asset management, expected effects, etc. were analyzed.
As result of present status analysis of all sewage treatment facility BTO concession agreements, projects determined from November. 1999 when the first BTO was executed to July, 2010 were total 36 projects(The number of sewage treatment facilities were found total 89). The rate of operation according to concession agreement provisions was 82.4% of facility capacity. It exceeded 70 to 80% which is proper operating rate.
As a result from cost analysis such as reliability, correlation, and regression analysis, etc. centered in sewage treatment facility administrative cost, all were analyzed significant. Especially, average error rate was analyzed at 6% moderately from the result of dependant variable, ‘major repair’ and independent variable, ‘facility capacity’ and ‘construction cost’. The project initial informations about ‘facility capacity’ and ‘construction cost’ can be used to estimate major repair cost. It was suggested as cost calculation model. Inference from cases had maximum error 19.99% and average error 13.57%. Regression analysis had maximum 29.99% and average error 20.49%. Commonly, error rate of ±30 to 50% in plan and feasibility steps of ±5 to 15% at basic design level appeared. however, the error rate level is perceived as a proper level. Also, developed cost model can be used to measure reliable major repair cost. It may have practical ability in terms of project operation cost prediction. Also, the endurable life cycle standards for substitution period of major repair cost are different individually. Endurable life cycle of each sample business, features of manufacturer, individual project data, professionals' opinions, samples research, etc. need to be reviewed and new life cycle review year was suggested.
The effect to converse major cost into capital expenditure has reduced 0.1% to 2.8% of internal rate of return(IRR). Capital expenditure effect increased 0.7% to 2.7% of previous use cost at the level of the same tariff(business earning rate or the user fee).
Finally, tariff according to concession agreement is received regularly during the concession period(operation period) but operation cost was agreed to be paid by annual average amount according to professional operation hours with SPC from 『The Consignment Contract of Operation and Management』. Optical illusion to lower execution cost of administration management at the initial year was found. The possibility of cash shortage seems so high during substitution period, newly applied policies were suggested.
