중소기업 구조조정과 세일앤드리스백에 대한 검토 = Review of Small and Medium-Sized Enterprises Restructuring and Sale and Leaseback

국문 초록 (Abstract)

중소기업은 우리나라 경제에서 중요한 역할을 차지한다. 중소기업에 대한 정부의 정책금융은 IMF 금융 위기를 겪으며 꾸준히 증가되었고, 2008년 금융위기 이후 그 규모는 더욱 확대되었다. 이 와중에 한계 중소 기업, 소위 좀비기업이 전체기업 중 차지하는 비중이 매우 높다는 연구결과도 나오고 있다. 향후에는 중소 기업에 대한 정책자금 집행뿐만 아니라 이들에 대한 구조조정도 중요한 문제이다. 그런데 우리나라의 기업 구조조정 관련 제도는 채권금융기관 중심이고 사후적이라는 문제가 있다. 특히 신용경색이 불거질 경우의 채권금융기관 압박에 따른 구조조정 이외의 새로운 대안을 점검해 볼 필요가 있다. 이런 맥락에서 민간금융 기법인 세일앤드리스백을 정책금융기관 통해 활용해 보는 방안을 고찰해 본다.

다국어 초록 (Multilingual Abstract)

Small and medium-sized enterprises(SMEs) are playing important roles in Korea. The volume of policy financing to SMEs has been increased since 1997 IMF crisis and it enhanced further through 2008 financial crisis. Meanwhile, the portion of zombie lending, lending to critical SMEs, is reported as being significant in Korea. Henceforth SMEs restructuring is as equally important as SMEs policy financing. By the way, the current business restructuring system in Korea depends too much on ex-post measure and creditors’ side. Particularly in credit crunching period, on behalf of SMEs, we need to consider an alternative restructuring measure other than the passive restructuring method according to creditors’ pressure. In this context, we consider the introduction of sale and leaseback as another policy financing tool.
