미국 사례를 통해 살펴본 산림복합경영의 경제적 기능성 및 시사점 = Economic Potential and Policy Implications of Agroforestry from US Agoforestry Cases

국문 초록 (Abstract)

이 연구는 산링복합경영의 경세적 가능성을 미국 사례틀 통헤 분석하는 것이다. 현재 미국에 서는 산링복합경영을 응해 농임 생산성을 높이고, 보다 건강한 농촌 및 산촌을 조성하고자 노력 하고있다. 이틀 위해, 미 농무부에서는 "산림복함경영 전략 모델 (2011 - 2016)"을 수힘하였고, 산림복합경영과 관련된 주요 사엽과 프로그댐틀응 시행하고 있다. 임강재배, 산림목축, 산림농장, 수변 완충림, 방풍림 등이 대표걱인 산림복합경영 형태틀이다. 이 연구에서는 임간재배, 산장, 수변 완충림 형태의 산림복합경영 사례들에 대해서 순현재가치평가법을 이용하여 경제성분석을 실시하여 사업별 경제적 타당성과 성장 가능성을 분석하였다. 또한 이를 통해 산림복합경영 도입 및 활성화를 위한 정책적 시사점을 제시하였다. 연구결과 산림복합경영을 통해 기존의 토지자원을 보다 효울적으로 사용할 수 있으며, 임가 소득이 크게 증가될 수 있는 것으로 나타났다. 특히, 미국 사례 지역의 경우 산림목축이 다른 형태의 산림복합경영에 비해 경제적 타당성이 높게 나타났다. 산림복합경영은 개인 농장 경영과 산림의 기능을 통합함으로써 지속가능한 산림경영을 실천함과 동시에 토지의 기능 개선 및 토지 생산성 증대를 함께 이룰 수 있다. 따라서 산림복합경영 기법은 자연 경관 보전, 기후 변화, 농업인·임업인의 소득 증대, 지역 사회 발전, 바이오매스 에너지 이용, 지속가능한 농업 등 현재 당면한 많은 과제들을 해결하는 열쇠가 될 수 있다.

This study investigates the economic potential of agroforestry by analyzing agroforestry practices in the united Slates of Arnerica(USA). Currently, US government Cries to trnprove the agricultural productivity and construct healthy and vital rural areas by applying agroioresn-y. USDA established Agroforestry Strategic Model (2011 -2016), and practiced core programs and businesses related with agroforcstrv. Agroforcstry types include alley cropping, silvopasturc, forest farming, riparian forest buffers, and windbreaks. We analyze the feasibility and potential of agroforestry practices such as alley cropping, silvopasture, riparian forest buffers, by using Net Present Value Method. We also find policy implications from the results of this study on the Korean agroforestry policy and practices. From the results, agroforestry can improve the efficiency of land use and increase the income level of farmers and foresters. In particular, silvopasture is economically feasible relative to other agroforestry practices. By integrating a private framing system and forest functions, farmers can practice sustainable forest management and also improve the role and productivity of lands. Thus, agroforestry practices may provide a key solution to address many current issues that the government face such as low income, regional development, climate change, landscape management, biocnergy use, and sustainable agriculture.
