Citizen evaluation system, also known as citizens satisfaction survey, is designed to measure the public's satisfaction on administrative services provided by the city government and is centered around consumers.
The metropolitan government of Daejeon has also been emphasizing performance-based and consumer-centered administration and has adopted citizens' evaluation system in 2001. In this study, the operation of the evaluation the measurement of citizen satisfaction, the evaluation of the evaluation, the measurement of citizen satisfaction, the evaluation criteria, the method of acquiring data, and the interpretation of the study result are analyzed in order to identify possible room for improvement form a practical point of view. The scope of the study includes a citizen evaluation team of Daejeon Metropolitan City, a civil servant in charge of the citizen evaluation, a surveying agent, in the five district offices. Individual in-depth interviews were conducted with five members of the citizen evaluation team.

87.9%, or 51 people responded to the survey, and the five members who participated in the individual in-depth interview are given the anonymous label of A,B,C,D and E.
In general, Daejeon Metropolitan City has taken great interest and effort in implementing the citizens' evaluation system, which has reaped great benefits. However, in order for the continued improvement and success of his system, there has to be a wholistic and systematic way of carrying out the system. In order to obtain fair and objective data, the following should be implemented.
First, the operation of the citizens' evaluation system needs to be improved. Especially, active citizen participation in all stages of the evaluation must be encouraged. Second, the method of calculating overall level of satisfaction must improved; the overall level of satisfaction should consist of absolute level of satisfaction. Third, the evaluation system should directly aid in improvement of administrative service. Lastly, the research method and evaluation data must be utilized.
It is hoped that citizens' evaluation system be established for all administrative services so that the government truly becomes citizen-centered.
