Recently approximately 80 percent of administrative jobs of local government are related to space formation and the induction of a geographicl information system as method performing storage, management and analysis into effects has been disseminated throughout. Therefore, service needs for local character can be predictable so that a policy collection ability improves and a people takes administrative information. It might also find that national competition will be up consequently, a people get a better life if a geographic feature information system beyond national stand builds in addiction. but, It leaves something to be desired about information system' operational effect for lack of crafts man, uninstalled GIS responsibility part and unaptness of manage
To maximize the gains from the manage effects of GIS application system with massive spending the budget, this problems should work out.
This study' purpose focuses on figuring out the effective methods in respect of building GIS municipal governments launch. To prepare the effective GIS building way, the report suggested the designed plan based on the business analysis results from Dong-hae city l3 parts and 1 control office.
