都市開發事業 執行에 있어 地方議會와 執行部問의 協調 提高 方案 硏究 : 光州廣域市를 中心으로

국문 초록 (Abstract)

地方自治의 확대 실시에 따라 지방행정은 과거와는 다른 모습으로 바뀌어져 가고 있다. 즉 地方議會 구성이 이루어지지 않은 상황에서의 지방행정은 대체로 地方政府(執行部)의 독자적인 판단과 결정에 의해 주민의 欲求를 충족시키고 복지를 增進시키는 역할을 速行하며 왔었으나, 지방의회의 구성에 따라 兩機關의 相互關係는 새로운 行政環境으로 등장하였다. 이 과점에서 상호 調和·協力하는 긍정적인 면도 발생되지만 양기관의 추구하는 목적가 입장의 차이에 따라 상호 갈등을 유발하므로써 부정적인 효과도 豫見되고 있다. 이러한 지방의회와 집행부간의 대립갈등은 주민의 일상생활과 밀접한 관계를 맺고, 주민간의 이해가 尖銳하게 대립되는 도시개발사업의 영역에서 더욱 확연하게 노출되는 경향을 발견할 수 있다.
본 논문에서는 지방의회와 집행부간의 對立·葛藤을 해소하고 상호 協調體制를 構築하는 方案의 모색을 위한 시도로서 도시개발사업의 집행시 양기관 협조체제의 제고방안을 검토하는데 연구의 목적을 두고 도시개발사업의 집행에 있어서 지방의회와 집행부간의 協調提高方案을 도출하고자 하였다. 연구의 方法은 지방 의회과 집행부간의 전반적인 업무협조수준과 도시개발사업의 협조수준, 그리고 갈등발생 時期·原因·分野에 대해 實證調査를 통하여 그 해결방안을 모색하였다. 연구과정에서 설문분석을 토대로 발견된 問題點은 먼저 도시개발사업 執行의 效率性 低下였는데 이는 미흡한 협조, 도시개발사업에 있어서 갈등의 顯示,갈등원인의 內在 등에 의해 야기되는 결과로 밝혀졌다. 다음 도시개발사업 집행시 조직간 갈등이 발생하므로써 집행의 障碍要因이 생겨 도시 전반에 미치는 惡影響이었다. 이러한 문제점을 해소하고 개선하기 위한 두가지의 협조제고방안을 제시하였다. 첫째 運營的인 면에서는 상호 역할과 영역 존중, 의사결정과정의 참여 擴大였으며, 둘째 制度的인 면으로는 의회-집행부간 協議機構 設置를 고려해 보았다. 이
방안들의 활용은 도시개발사임의 집행에 있어 지방의회와 집행부간의 협조를 실질적으로 제고되리라 기대한다.

다국어 초록 (Multilingual Abstract)

As the system of local self-government spreads, circumstances of local administration has greatly changed. When the local assembly was not introduced, the local administration can be performs by the executive, without clear checks and/or controls based on citizens needs. But the settings of local administration has clearly changed owing to the formulation of local assembly.
As a consequence, there appears some conflicts between the local assembly and the local executive, these mutual conflict have brought some negative effects in terms of the inefficiency in the implementation of urban development projects.
This thesis deals with hew to mitigate mutual conflict, and how to construct cooperative system between the local assembly and the local executive. The purpose of this study puts emphasis on constructing the system of business cooperation in the implementation of urban development projects.
The method of study is to find the ways of the solution of business conflicts with regard to their time, area, and cause, etc, . Major findings of this study can be summarized as follows: First, the conflicts between the local assembly and the local executive are identified in the area of road/transport, and environment/sanitary projects. Second, the cause of the conflict can be attributed to the difference in aims, recognition, and behavior etc., between the local assembly and the local executive. Third, the conflict are usually occurred in the initial stage of the projects. Owing to the lack of proper consultation between the local assembly and the local executive
There are two schemes to improve cooperation and to mitigate conflict between the local assembly and the executive. First in managing aspect, holding institute's role and domain is considered. Enlarging the participation in the decision making process is also emphasized. Second, in institutional aspect, installing the consultation between the local assembly and the executive. Executing these schemes are expected to improve the method of cooperation between the local assembly and the executive in implementation of urban development projects.
